U.S. Slashes Diplomatic Presence: Brazil Consulate Among Dozen Set to Close

The US State Department will shut down approximately twelve consulates worldwide by summer 2025. The American consulate in Belo Horizonte, Brazil, appears on the closure list alongside numerous European diplomatic missions. The State Department notified Congress last month about these planned closures.

The department targets smaller consulates primarily in Western Europe, including locations in France, Germany, Italy, and Portugal. Officials also plan to close the strategic consulate in Gaziantep, Turkey, which has supported Syrian refugee initiatives.

President Trump’s “America First” policy drives these closures as part of broader federal spending reductions. A team led by Elon Musk accelerates the process to identify what they term “government waste” across federal agencies.

The administration aims to cut the State Department’s operational budget by up to 20 percent. The diplomatic downsizing occurs as resignations surge throughout the department.

US State Department Faces Significant Staff Reductions

Approximately 700 employees, including 450 career diplomats, resigned during January and February 2025 alone. This dramatic increase dwarfs pre-2025 figures when annual resignations averaged around 800 total.

Staff reductions will heavily impact local employees who constitute two-thirds of the department’s workforce. These local workers provide critical intelligence and regional expertise to American diplomats.

Embassies worldwide received instructions to consider reducing both American and local staff by a minimum of 10 percent. The cutbacks come as China overtakes America in global diplomatic presence.

The Lowy Institute reports China now maintains 274 diplomatic posts worldwide compared to America’s 271. China has strengthened relationships across Asia and Africa while increasing its influence in international organizations.

Critics express concern about national security implications. Most CIA operatives operate under diplomatic cover at embassies and consulates around the world. Closing these facilities limits intelligence gathering capabilities and reduces America’s ability to form international partnerships.

A State Department spokesperson stated they “continuously evaluate global presence to ensure optimal positioning for contemporary challenges facing the American populace.”
