This Wednesday, Argentina’s government announced significant changes expected with the impending passage of the “Basic Law.”

Set for review next week, this legislation promises to reshape the nation’s administrative, economic, and social landscape.

Initially, the bill passed the Senate, incorporating various reforms. Now, it awaits final endorsement by the lower house on June 27.

Introduced in January, the expansive bill originally contained over 660 articles.

They withdrew it in February after facing obstacles in garnering sufficient support for detailed approval.

A condensed version successfully cleared the lower house in late April, followed by Senate approval in June, albeit with amendments.

During a press conference, presidential spokesman Manuel Adorni emphasized the administration’s dedication to the legislative process.

“The law, approved with Senate modifications, is poised for final approval by deputies,” he remarked.

Adorni conveyed the administration’s intent to implement the planned reforms and consider additional changes in the future.

He emphasized that the law is expected to mark a significant milestone for Argentina with its transformative potential.

The law introduces a one-year public emergency in key sectors, including administration, economy, finance, and energy.

It also mandates state reforms, labor modifications, and adjustments to retirement policies, while granting legislative powers to the Executive.

Key Senate amendments affected the Incentive Regime for Major Investments and revised the privatization list for state-owned companies.

The government removed Aerolineas Argentinas, Radio y Television Argentina, and Correo Argentino from the privatization list after initially planning to privatize them.

The legislation’s impact extends beyond immediate legal changes, aiming to rejuvenate Argentina’s public sector and economic framework.

This initiative illustrates the government’s strategic efforts to revitalize a nation striving for stability and growth amid longstanding challenges.

More Reform Details of Basic Law in Argentina

Argentina’s “Basic Law” introduces comprehensive reforms in various sectors including labor, taxation, and public administration:

  1. Labor Reform: The law modernizes employment regulations by adjusting penalties for unregistered work, shortening the trial period for new employees, and ensuring direct employment relationships for outsourced workers.
  2. Tax Adjustments: It revises tax rates for personal assets from 2024 to 2027 and introduces a pre-payment scheme at reduced rates for compliant taxpayers.
  3. Monotributo (Small Taxpayers’ Regime): The law updates income thresholds and payment responsibilities for small businesses and freelancers, aligning more closely with their economic realities.
  4. Public Sector and Privatization: Debate led to the withdrawal of initial plans to privatize state enterprises like Aerolineas Argentinas and Correo Argentino.
  5. Judiciary and Electoral Reforms: Legislative sessions will postpone issues like mental health legislation and electoral reform for more detailed discussion.
