Samsung’s new $16.5 billion semiconductor deal and South Korea’s offer to invest $200 billion in U.S. manufacturing mark a turning point in global trade and technology.

These moves, confirmed by Samsung, the South Korean Presidential Office, and the Ministry of Trade, show both countries are working together to protect key industries like advanced chips and shipbuilding.

On June 28, 2025, Samsung announced it will supply cutting-edge chips to a major international company through 2033. The buyer’s name remains secret, but the deal comes as chip demand faces ups and downs and the U.S. cracks down on high-tech exports to China.

Samsung has faced tough times lately. In the second quarter, its operating profit dropped by nearly half compared to 2024, mainly due to falling demand and U.S. restrictions on chip exports to China (Samsung, Korea Exchange, Q2 2025).

At the same time, South Korea is pushing for a big deal with Washington. It has offered to invest $200 billion to strengthen U.S. factories, shipyards, and chipmaking in return for lower U.S. tariffs—specifically a 25% tariff first imposed in the Trump era.

Talks about this investment are ongoing, with an agreement deadline in August 2025 (Presidential Office and Ministry of Trade, June 2025). This comes while the U.S. is struggling to boost its own chip industry.

Intel, a major American chipmaker, has delayed big new plants in Ohio, Germany, and Poland, making U.S. production more dependent on Asian manufacturers (Intel, Corporate Announcements, June 2025).

South Korean Investment Bolsters U.S. Tech Industry Amid Delays

South Korean investment, especially from Samsung, could help keep advanced technology jobs and know-how inside America. Samsung is also building a large new chip factory in Texas, backing up its promise to invest $37 billion in U.S. chip production.

However, that plant is delayed until at least 2026 because of market uncertainty and project delays (Samsung, Regulatory Filings, June 2025).

Why does this matter? Reliable chip supplies and sturdy shipyards affect everything from the price of your phone to the cars on the road. If countries cannot secure these industries, global prices and jobs are at risk.
