Lula da Silva warned about resistance to Fernando Haddad

Allies of President-elect Luiz Inácio Lula da Silva (PT, progressive-globalist) have warned him about the cons of choosing Fernando Haddad to head the Finance Ministry, writes Bloomberg in linea in its latest report.

Haddad said interlocutors to Lula da Silva had little political ability to negotiate thorny agendas and face resistance in the financial market.

Even so, allies report that the president-elect is still inclined to choose the former mayor of São Paulo. According to a close advisor, Lula da Silva has already priced any negative reaction to Haddad.

For the command of the Planning Ministry, Lula da Silva is studying names.

Former Central Bank president Pérsio Arida and André Lara Resende, both “fathers” of the Real Plan – and both linked to vice-president-elect Geraldo Alckmin – are still on the table and with real chances.

Arida, for example, could accept the idea if he had a budget restructuring project ahead of him, seeking greater efficiency in public spending.

In the last few days, it has also been suggested to the president that the Planning Minister should have a more technical profile and that it would be a good idea to have a woman.

Among the names circulating is that of former Budget Secretary Esther Dweck.

THE DELAY

According to allies, Lula da Silva still wants to sort out the chess of some ministries before announcing his economic team.

The president-elect would like to at least solve the issue of Finance, Planning, and political articulation together. This would be a way to tie up the front that will have to work together to approve his agenda in Congress.

In the president’s mind, according to Bloomberg in lina, is the concern in assembling a well-oiled team at the Palácio do Planalto, allowing him to make an articulation among allied parties and Congress.

One of the most quoted for the Civil House is the former governor of Bahia Rui Costa.

PT president Gleisi Hoffmann should stay out of the Planalto and possibly the ministerial team since Lula may ask her to continue leading the party for the beginning of the new government.

MOTIVATIONAL STRATEGY

Lula da Silva has joked with interlocutors that he can’t announce his ministerial team yet either because, if he does it soon, he’ll end the transition.

Many people work voluntarily in the working groups and are waiting for a place in the new government. The in-and-out at the CCBB in Brasília, where the transition team is meeting, is intense.

FEMALE PRESENCE

Lula is concerned about having women in his government. At least three are on the front line to occupy portfolios in the Esplanade: Simone Tebet, Marina Silva, and Izolda Cela.

Tebet, whose support for Lula was crucial in the second round of the elections, is expected to take on Social Development. The former governor of Ceará, Izolda Cela, is a strong candidate for Education.

The former Minister of the Environment will have whatever role she wants but could become Lula’s special advisor for climate issues.

Izabella Teixeira, also a former environment minister, has been trying to create a BNDES directorate for green investments.

Teixeira took advantage of the first press conference of the transition work group for the environment to criticize the dismantling of the BNDES in the Jair Bolsonaro (PL, right) government and defend its strengthening.
