Brazil Slaps Back at Trump with Risky Tariff Law-Copies China’s Playbook

Brazil has rushed to mirror China’s tit‑for‑tat trade playbook, hoping to deflect the 50 % blanket tariff announced by President Trump on all Brazilian goods from 1 August.

The new “Reciprocity Law” (Law 15 122/2025) allows Brasília to slap symmetric duties, freeze concessions, or even suspend intellectual‑property commitments whenever a foreign partner unilaterally penalises Brazil.

The calculus looks risky. The United States is Brazil’s second‑largest market; coffee, beef, iron ore, aerospace parts and crude oil cross the equator daily.

Copy‑and‑paste retaliation could therefore hit Brazilian factories and farm belts harder than it stings U.S. exporters of tractors, plastics or LNG.

China, the only major economy to have tried large‑scale reciprocity during the earlier Trump years, absorbed heavy blows before supply chains slowly adjusted. Washington knows this, and a senior aide bluntly warned that “whoever reciprocates will be hurt more.”

Contrasting Trade Strategies

Mexico’s president  Claudia Sheinbaum offers a contrasting blueprint. Faced with similar tariff threats, she has kept channels open, filed formal complaints under USMCA rules, and quietly negotiated sector‑by‑sector carve‑outs.

No fiery decrees, no public chest‑thumping—just pragmatic diplomacy aimed at keeping assembly lines humming in Monterrey and export trucks rolling through Laredo.

Supporters of Brazil’s law insist it is merely a negotiating lever and includes safeguards: retaliatory measures must be targeted, proportionate and subject to review by the Foreign Trade Chamber or an inter‑ministerial crisis panel.

Yet the statute also lets Brasília act first and consult later, inviting tit‑for‑tat escalation. In short, Brasília is betting that mirroring Beijing will frighten Washington back to the table.

History—and Mexico’s cooler head—suggest the gamble could backfire, leaving Brazilian producers squeezed between two superpowers and proving, once again, that bravado is no substitute for leverage.
