Portugal’s Future Hinges On Who Comes To Stay

Portugal is getting older and, unless newcomers keep arriving, smaller. The national statistics office projects that from 10.7 million residents at the end of 2024, the country would drift down to 8.3 million by 2100 in its central scenario.

If migration stopped entirely, the population would sink to roughly 6.0 million. With stronger inflows, it could climb to 11.6 million; under weaker ones, fall to about 5.4 million.

The story behind those curves is the age mix. Portugal already has nearly two people over 65 for every child under 14.

By 2100, that ratio rises to about 316 per 100 in the central path—and nearer 377 if there were no migration—because fewer babies are born while people live longer.

The working-age group (15–64) shrinks from around 6.8 million in 2024 to 4.2 million by century’s end in the central case. That means fewer taxpayers and caregivers supporting more retirees.

Here is where policy collides with math. Parliament approved a revised Aliens Act on September 30 that tightens who can enter and stay.

• Tourist-to-residence shortcuts end (including for Portuguese-language-community nationals),
• Job-seeker visas are limited to highly qualified applicants,
• Family reunification rules are stricter for recent arrivals, and
• the government can strike bilateral labor deals for “essential” sectors such as agriculture, commerce, and construction.

The law awaits presidential promulgation.

Economically, migrants are already propping up the system. In 2024, foreign workers paid about €3.6 billion into Social Security—roughly 12.4% of all contributions—while receiving about €687 million in benefits.

Brazilians accounted for the largest share of contributors, followed by workers from India, Nepal, Cabo Verde, and Angola, many employed in services like restaurants.

Public safety often colors the debate, but the government’s 2024 security report shows overall recorded crime fell 4.6% from 2023, even as violent and serious offenses edged up 2.6%. The report does not assign crimes by nationality.
