Petro–McNamara Meeting Offers Breather In Colombia–U.S. Crisis

Behind closed doors in Bogotá, President Gustavo Petro met John T. McNamara, the United States’ chargé d’affaires.

The encounter produced no public readout but signaled something important: after days of threats and name-calling, both governments still want a channel to talk.

The drama escalated when Washington threatened new tariffs on Colombian goods and hinted at cutting aid after President Donald Trump accused Petro of enabling drug trafficking. Bogotá recalled its ambassador.

The clash capped a rough month that included U.S. decertification of Colombia’s anti-narcotics efforts and visa measures against Petro following his remarks during protests in New York.

Why this standoff matters is simple. The United States is Colombia’s biggest buyer; roughly a quarter of Colombian exports—from coffee and flowers to oil, metals and manufactured goods—go north.

Higher, country-specific tariffs would hit jobs quickly and ripple through regional supply chains. U.S. assistance, built over decades of security cooperation and “Plan Colombia,” also underwrites programs in rural stabilization, policing, and social development.

Squeeze both trade and aid at once and the pressure lands on the same communities the state is trying to stabilize. There is a deeper story, too.

Navigating Tensions Between Trade, Security, and Diplomacy

Petro sits between his political base and hard realities: Colombia depends on the U.S. market and on cooperation against crime, yet he has pushed a more independent line on drug policy and on Venezuela.

Since Venezuela’s disputed 2024 vote, he has pressed Nicolás Maduro to publish full tallies while keeping diplomatic ties and receiving refugees.

At the same time, U.S. forces have stepped up maritime strikes in the Caribbean against boats they say are tied to trafficking; Colombia has protested after reports that a Colombian fishing vessel was hit. Each move heightens mistrust and risks a wider rupture.

Monday’s meeting doesn’t solve any of this. But it shows both sides are testing a path short of a break: keep talking while Washington decides whether to formalize higher tariffs or deeper aid cuts, and while Bogotá weighs whether to invoke the trade pact’s dispute tools.
