PERU · EL NIÑO

Key Facts

  • The country Peru is a South American country and a US free-trade partner whose northern coast is hit hardest when the Pacific warms during El Niño.
  • What happened On Thursday 15 October, Peru assigned ministers to lead emergency response in each of eight El Niño flood zones.
  • The forecast A strong to very strong El Niño is expected to last through January to March 2027, and a historic event is possible.
  • The limit The agriculture minister says four months is too short to build flood defences, so the plan is to prepare rather than to prevent.
  • Prediction markets Polymarket gives a 74% chance that this El Niño peaks above 2.5 on a US ocean-temperature index (16 October, 2:29 a.m. ET).
  • Power Index Peru ranks 5th of 14 in The Rio Times Latin America Power Index, with 54.7 points (October 2026 edition).

Peru’s government on Thursday 15 October assigned ministers to lead the emergency response in each of eight El Niño flood zones. The step matters to US readers because Peru is a free-trade partner and a major copper exporter.

Agriculture Minister Marco Vinelli announced the plan alongside President Keiko Fujimori, who leads Peru’s conservative government and took office in July. El Niño is a warming of the Pacific that brings heavy rain to Peru’s coast, and US forecasters expect a strong event.

What Peru Announced on Thursday

Vinelli spoke at a press conference on Thursday 15 October held at the national emergency operations centre, according to El Comercio, a Lima daily. President Fujimori, Prime Minister Luis Galarreta and Defence Minister Rafael Belaúnde took part.

The state news agency Andina reported that Vinelli told the ministers to look after and help people if an emergency strikes in their assigned region. The government treats El Niño as a threat that needs a named person in charge on the ground.

Vinelli also chairs a national commission on El Niño risk, which Fujimori presented in August. The government is now inviting the health and transport ministers to join it, after a water emergency in 707 districts declared on 11 October.

Which Minister Covers Each El Niño Flood Zone

Defence Minister Rafael Belaúnde takes Piura and Tumbes, the two northern El Niño flood zones on the Ecuador border. Transport Minister Angello Tangherlini takes Lambayeque, and Health Minister Luis Dyer takes Áncash.

Housing Minister Mauricio Arnillas covers Ica and Arequipa in the south. Vinelli and Belaúnde share Lima and La Libertad, the region around the northern city of Trujillo.

Rivers Still Choked With Silt

Vinelli said the Tumbes River has a capacity of 800 cubic metres of water per second, but its bed is silted up. In the strong El Niño years of 1983 and 1997, he said, the flow topped 1,500 cubic metres per second.

He warned that without cleaning, heavy rain could wash away the Franco bridge over the Tumbes River. He said the Piura River was largely or fully silted up and could carry under 1,600 cubic metres per second on 3 August.

In the 2017 coastal El Niño, the Piura River carried 3,400 cubic metres per second, Vinelli said. The government is also cleaning riverbeds in Lurín near Lima and in river valleys across the El Niño flood zones of Áncash, Ica and Arequipa.

Vinelli said the first dynamic barrier, a protective structure, stands in Huarochirí province near Lima, at Chosica and Cupiche. He said it protects about 120,000 families.

What Forecasters Expect

Vinelli said international agencies expect an El Niño of extraordinary size, with its strongest phase between January and March 2027. He said the government is focused on preparation rather than prevention, because four months is too short to build flood defences.

The US Climate Prediction Center, part of NOAA, said on 8 October that El Niño conditions are present and still strengthening. It said a strong to very strong event is likely through January to March 2027, and that a historic event remains possible.

What Prediction Markets Say

On Polymarket, traders put the chance of a peak above 2.5 on a US ocean-temperature index at 74% (16 October, 2:29 a.m. ET). The market has traded about US$99,000, and that price fell 5 points in 24 hours.

On Kalshi, a US exchange regulated by the CFTC, traders gave 62% to a peak between 2.5 and 2.9 and 35% to 3.0 or higher. The platforms sort bets into different brackets, and these are bets, not polls.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What It Means for You

Travellers heading for the beach towns of Piura and Tumbes should watch local emergency notices before booking, as floods can close roads. The government says a gob.pe information page will be set up to help people check official updates.

Investors in Peru’s copper, mining and farm exporters should follow the warnings, because floods in the El Niño flood zones could disrupt roads and shipments. Vinelli’s advice to the public includes cleaning roofs and gutters, knowing evacuation routes and keeping away from rising rivers.

What Is Not Known

No budget has been announced for the ministers’ work, and no date has been given for the new commission members. Beyond the extra spending Peru asked Congress to approve on 5 October, it is unclear how much each El Niño flood zone will get.

The strength and timing of the rains are still uncertain, and forecasters cannot yet say how high the rivers will rise. The date when the first heavy rain will reach the north coast has not been set.
