Peru expects a US hospital ship, Japanese machinery and Chinese help to face a strong El Niño. President Keiko Fujimori announced the El Niño aid on Thursday, 15 October.

President Keiko Fujimori said on Thursday, 15 October, that El Niño aid from the United States, Japan and China is coming. The most concrete offer is the USNS Comfort, a US Navy hospital ship that she said has more than 1,000 beds.

For US readers, a US military hospital ship is due at a free-trade partner and major copper exporter facing floods. Peru is accepting help from Washington, Tokyo and Beijing at the same time.

What Fujimori Announced on Thursday

Fujimori spoke at the national emergency operations centre, known as COEN, in Lima. State news agency Andina said Prime Minister Luis Galarreta and several ministers were present.

She called the coming El Niño “really dramatic” for Peru and said sea temperatures have risen five degrees above normal. She added that “several countries have expressed their willingness to collaborate with Peru”.

Agriculture Minister Marco Vinelli cited Peru’s ENFEN climate panel, which warns of an event of “extraordinary magnitude”. He also cited the US weather agency NOAA, which sees over 83% odds of a strong event in January to March 2027.

The government has found 1,800 risk points along rivers and ravines and made 536 of them a priority. Fujimori said work on those 536 is 70% complete.

Who Is Sending El Niño Aid to Peru

Fujimori said the Comfort is expected between January and February 2027. US Ambassador Bernie Navarro first announced the ship on 20 August, El Peruano reported, at a briefing with Foreign Minister Carlos Espá.

Navarro said the vessel is based in Virginia and would arrive in northern Peru when El Niño’s effects peak. Espá said the two governments would draw up a roadmap so help arrives at the right moment.

Japan has indicated it will send machinery, Fujimori said on Thursday. On 11 September she said Japan’s aid agency JICA had confirmed US$10 million in machinery.

China is making arrangements to support Peru, Fujimori said, without giving details. On 15 September, China’s ambassador Song Yang told RPP radio that Beijing wants to share technology against El Niño.

The Money and Defences Behind the Plan

Fujimori said Peru has approved 22 emergency decrees, and 14 of them add up to about S/ 2 billion (about US$581 million). Conversions use S/ 3.44 per US$, the open.er-api.com rate of 15 October.

The contingency fund began with S/ 800 million (about US$233 million), Fujimori said. It is due to reach S/ 10 billion (about US$2.9 billion) by January.

The plan includes shelters for 30,000 people, field hospitals in Tumbes, Piura and Lambayeque, and five Navy ships. It also lists 22 working helicopters, with 33 targeted by January.

Fujimori said 24 modular bridges have been sent, 20 to the north and four to the south. Food and water reserves stand at 5,600 tonnes.

What It Means for US Readers

The USNS Comfort is run by the US Navy and has worked in Latin America before. A deployment to Peru would put US military medical staff on Peru’s northern coast in early 2027.

Investors in Peruvian copper, mining and farm exporters should follow flood warnings, because rain could close roads and ports. Travellers to Piura, Tumbes and Lambayeque should check local emergency notices before booking.

China’s role matters for Washington, which competes with Beijing for influence in Peru. Peru’s government is taking help from all three countries at once.

Earlier coverage showed that Peru assigned ministers to each El Niño flood zone at the same briefing. This article covers the foreign help announced alongside that plan.

What Prediction Markets Say

Polymarket bettors gave 77% odds of a peak at 2.5 or higher on a US index (16 October, 12:58 p.m. ET). That bracket has traded about US$46,000, and the whole market on the peak has traded about US$99,800.

These are bets, not polls, and they track the strength of the event, not Peru’s response. The market has traded in small volumes, so prices can move quickly.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What Is Not Known

The US ambassador gave February and Fujimori gave January to February for the Comfort. No US Navy or Southern Command statement on dates or mission was found.

Peru gave no dollar value for the US ship or for any Chinese help. No crew size for the Comfort has been stated.

It is not clear whether the Japanese machinery Fujimori mentioned on Thursday is the US$10 million package from September. Japan and China have given no public details of what they will send or when.

Andina, La República and América TV give 20 bridges for the north and four for the south. ATV gives 14 in total.

La República dates the briefing to Wednesday, while Andina (stamped 15 October, 22:14) and América TV date it to Thursday. This article follows the Thursday date.

Fujimori’s five-degree sea-temperature figure was not matched to any agency reading. It is given here as her statement only.

What Comes Next

Fujimori was due to visit Piura on Friday, 16 October, and then La Libertad, to inspect ravine works. The Comfort is expected between January and February 2027, and the contingency fund is meant to reach S/ 10 billion (about US$2.9 billion) by January.

The government also plans a digital platform with official El Niño information to fight false news. No launch date has been given.
