Macron Assembles 30 Military Chiefs in Paris as Europe Plans €800 Billion Defense Boost

French President Emmanuel Macron gathered military chiefs from 30 European and NATO countries in Paris on March 11. The high-level meeting aimed to discuss security guarantees for Ukraine following any potential ceasefire with Russia.

The United States remained notably absent from the talks. Nearly all NATO’s 32 member states sent representatives to the Paris meeting. The gathering presented a Franco-British blueprint for an international security force to protect Ukraine after any ceasefire agreement.

French officials emphasized troops would not engage in frontline combat but would ensure compliance with peace terms. The proposed force could include heavy weaponry and stockpiles ready for rapid deployment if Russia violates agreements.

Several countries have already signaled willingness to join this “coalition of the willing.” Denmark, Sweden, Belgium, and Australia expressed openness to participate in the peacekeeping mission.

Ukrainian President Volodymyr Zelenskyy previously stated that at least 200,000 troops would provide serious security guarantees. The meeting coincides with the European Union’s ambitious €800 billion defense spending plan.

European Commission’s “ReArm Europe” Initiative

European Commission President Ursula von der Leyen recently unveiled the “ReArm Europe” initiative to strengthen European defense capabilities. The plan could mobilize €650 billion over four years by allowing member states to increase defense spending by 1.5% of GDP.

Defense expenditure in the EU reached an estimated €326 billion in 2024, approximately 1.9% of EU GDP. Experts suggest Europe needs 300,000 more troops and an additional €250 billion annually to properly deter potential threats.

Following the Paris meeting, defense ministers from Europe‘s five main military powers will convene. France, Britain, Germany, Italy, and Poland will discuss Europe’s rearmament needs and continued military support for Ukraine. British Prime Minister Keir Starmer will also host virtual talks Saturday with leaders supporting the initiative.

The push for European defense autonomy accelerates as relations between the US and Ukraine deteriorate. Trump suspended military aid and intelligence-sharing with Ukraine after a tense White House meeting last month.
