According to the South China Morning Post (SCMP), Mongolia has decided not to include the Power of Siberia 2 pipeline—a critical natural gas conduit proposed between Russia and China—in its strategic action plan through 2028.

This decision has significant implications for the pipeline, which stretches 2,594 kilometers. It is crucial to help Russia mitigate the economic impact of sanctions imposed due to its ongoing conflict with Ukraine.

The SCMP reports that, despite Mongolia’s pivotal role in the pipeline’s proposed route, the country’s recent decision suggests a halt. This may be due to unresolved financial and geopolitical issues.

The coalition government, which holds a strong majority in Mongolia’s parliament, appears to be stepping back. This is in response to pricing disputes between Beijing and Moscow, as well as the potential for secondary sanctions from the West.

Analysts see this as a major pause in the project. Munkhnaran Bayarlkhagva, a former official with Mongolia’s National Security Council, indicated mistrust between Moscow and Beijing.

Complex Negotiations and Geopolitical Implications

The pipeline, managed jointly by the China National Petroleum Corporation (CNPC) and Russia’s Gazprom, could deliver 50 billion cubic meters of gas annually to China.

The negotiation complexities stem from CNPC‘s demands for pricing comparable to Russia’s domestic rates, a proposition challenging for Gazprom given the project’s financial demands.
