Venezuela Ignores Brazil’s $1.74 Billion Debt Collection Attempts

According to Brazil’s Ministry of Finance, Venezuela continues to ignore demands to settle its $1.74 billion debt (approximately R$10 billion) for infrastructure projects and services provided by Brazilian companies.

The debt negotiations remain suspended due to Venezuela’s complete lack of response to Brazil’s collection efforts. “The negotiation is suspended due to the absence of responses from the Venezuelan government,” stated Tatiana Rosito, Secretary of International Affairs at Brazil’s Ministry of Finance.

The Brazilian government has attempted to collect through both diplomatic channels and direct communications with Venezuela’s Economy Ministry. The debt originated from financing provided by Brazil’s National Development Bank (BNDES) for major infrastructure projects in Venezuela.

These included the Caracas Metro expansion, which now spans over 70 kilometers with 48 stations. The financing model required Venezuela to make payments for services provided by Brazilian construction companies.

Brazil has reported Venezuela’s default to multilateral institutions, particularly the Paris Club, which includes major creditors like France, Germany, and the United States.

Four more installments totaling approximately $16 million will be compensated by June 2025, with additional interest charges accumulating until the debt is settled.

Brazil-Venezuela Tensions Rise as Debt Crisis Deepens

Diplomatic relations between the two countries have deteriorated despite their historically close ties. Brazil recently vetoed Venezuela‘s entry as a partner in the BRICS group, further straining relations.

This diplomatic cooling has diminished prospects for resolving the financial impasse. Venezuela’s debt to Brazil represents just a fraction of its larger financial crisis.

The country has been in default since 2017, with total unpaid bond debt reaching $102 billion as of early 2025. Venezuela’s international reserves have fallen below one billion dollars, with its total debt burden estimated at $165 billion.

Brazilian President Lula previously blamed former President Bolsonaro for the collection failures and expressed confidence that friendly nations would repay their debts. However, two years into Lula’s term, Venezuela continues to ignore Brazil’s collection attempts with no resolution in sight.

The situation highlights the challenges of international financing and the complex interplay between economic interests and diplomatic relations in Latin America. Brazil’s taxpayers ultimately bear the cost of Venezuela’s ongoing default.
