The U.S. Department of Energy announced on August 13, 2025, that it will direct $1 billion into boosting the country’s control over critical minerals.

These include materials like lithium, nickel, copper, and rare earth elements that power everything from electric car batteries and smartphones to fighter jets and missile systems.

These minerals are also essential for semiconductors, renewable energy, and advanced manufacturing. Today, the U.S. depends heavily on foreign suppliers for these resources.

Over 80% of rare earth elements used by U.S. industry are processed in China. This dependency leaves Washington exposed to supply disruptions or export restrictions that could hit industries, jobs, and national security.

Officials say the new investment aims to build the entire “mine-to-manufacturing” chain within the country. Half of the funding—about $500 million—will expand American mining and processing capacity.

Another $135 million will focus on refining rare earths and recovering minerals from mining waste. Roughly $250 million will help industrial plants, including coal facilities, extract valuable mineral byproducts.

The remaining $50 million will support materials needed for high-tech magnets and semiconductors, such as gallium, germanium, and silicon carbide.

To speed progress, the federal government has streamlined approvals and introduced a “common application” process for funding. Projects will require private companies to match at least half the investment, ensuring industry commitment.

The Department of Defense has also stepped in with price guarantees and long-term purchase agreements to make it viable for U.S. firms to compete with subsidized overseas rivals.

The story behind the numbers is about more than economics—it’s about leverage. China’s dominance in critical minerals gives it influence in global technology supply chains.

When such materials are scarce or politically restricted, the impact can shut down production lines and halt national defense systems. Washington now sees control over these minerals as a strategic necessity, as important as oil was in the 20th century.

By building domestic capacity, the U.S. is not only trying to secure its own industries but also to avoid future price shocks, protect innovation, and create jobs in mining, processing, and advanced manufacturing.

This shift is a signal to both allies and competitors: the U.S. intends to control the resources that enable next-generation technology and weapons systems.
