Venezuela’s president, Nicolás Maduro, warned on September 1, 2025, that he would declare a “republic in arms” if US naval forces attacked his country.

The United States sent eight warships, a submarine and 1,200 missiles into the southern Caribbean to target drug trafficking, not Venezuela itself.

Maduro framed the US fleet as an “extravagant and criminal threat.” He deployed troops along the coast and border with Colombia and rallied 8.2 million reservists and militiamen—the largest civilian defense force Venezuela has ever assembled.

Behind this public standoff lies a deeper battle for regional power and economic leverage. Washington labels Venezuela’s ruling elite “narco-terrorists,” designating the so-called Cartel de los Soles as a terrorist organization in July 2025.

The US placed a $50 million bounty on Maduro and his top generals for alleged links to cocaine networks. Caracas counters that it struggles against more traffickers on Pacific routes, not through its shores.

A Transparency Venezuela report shows 639 tons of cocaine shipped via Venezuela in 2023, generating $8.2 billion in illicit profits. Yet 87 percent of Colombian cocaine barrels through the Pacific, while only 5 percent sails past Venezuela.

This dispute also reflects great-power rivalry. Russia, China and Iran supply weapons, funding and diplomatic support to Maduro. The US naval buildup signals America’s intent to curb that influence and pressure the regime without a full-scale invasion.

Venezuela holds the world’s largest proven oil reserves. Any renewed sanctions or conflict risk disrupting global energy markets and pushing buyers toward alternative suppliers.

As warships patrol Caribbean waters, both capitals balance brinkmanship with caution, aware that miscalculation could spark a crisis far beyond drug policing.
