The Big Three

The MSCI COLCAP closed at 2,324.59 on Wednesday, down 34.89 points (−1.48%), the sharpest single-session decline in April. The index opened at 2,359.80, reached an intraday high of 2,366.43, then sold off steadily to a low of 2,321.29 before closing just off the bottom. The decline snaps a multi-session stabilization attempt and pushes COLCAP back below the 21-day EMA (2,324.59) and through the 50-day SMA (2,308.47) support band. RSI collapsed to 56.95 from a peak above 78 in early 2026, signaling that the short-term bullish regime is broken.

Colombia’s Constitutional Court ordered the Petro government to return roughly 1.67 trillion pesos (~US$467 million) collected under an economic emergency the court struck down as unconstitutional. The ruling is the latest institutional blow to a fiscal plan already battered by congressional defeats and a widening deficit. Separately, Central Bank Governor Leonardo Villar told lawmakers in Bogotá that President Gustavo Petro’s public attacks on BanRep are “undermining investor confidence” in Colombia — an unusually direct rebuke from a traditionally reserved institution.

The IMF cut Colombia’s 2026 growth forecast to 2.3%, and the government began aggressively buying dollars ahead of a planned US$4 billion external bond buyback. The official dollar (TRM-equivalent) dropped 29.28 pesos on the session (−0.81%), but that headline obscures a reversal: the peso had touched its strongest level since March 2021 intraday before the sovereign intervention pulled it back from the 5-year high. The dollar-buying program triggered a rally in COLTES bonds but added a new headwind for equities tied to a strong-peso thesis.

COLCAP Colombia today enters Thursday’s session on the back foot after the MSCI COLCAP fell 1.48% on Wednesday, the sharpest single-session decline of April. This Colombia stock market report covers a day when political risk — which had been a slow bleed through March — returned as a single, concentrated blow. The session structure tells the story. The index opened strong at 2,359.80, extended to an intraday high of 2,366.43 in the first hour, and then reversed hard. The sell-off accelerated through the Constitutional Court’s afternoon ruling ordering the Petro government to return 1.67 trillion pesos in emergency-decree tax collections. By the close, COLCAP had given back the open and more, printing a textbook bearish engulfing candle at 2,324.59 — right on the 21-day EMA.

The 2026 distribution context matters. COLCAP set an all-time high near 2,600 in late January during the post-election rally, corrected to the 2,260–2,290 zone through February–March as the Petro–BanRep feud escalated, and had been attempting to stabilize in the 2,300–2,370 range. Wednesday’s rejection at 2,366 — the upper Bollinger Band — confirms the range-bound regime is still binding. For the fast money, the question is no longer “when does COLCAP break out to a new ATH” but “does the 50-day SMA at 2,308 hold, or do we retest the 200-day at 2,292?”

03 The Constitutional Court Blow — And Why It Matters

Wednesday’s Constitutional Court ruling is the third major institutional defeat for Petro’s fiscal plan in twelve weeks. In January, the court provisionally suspended the economic emergency under which the administration had sought to raise 11 trillion pesos (~US$3.07 billion) to finance the 2026 budget. On April 15, the court went further and ordered the return of funds already collected under the decrees — an estimated 1.67 trillion pesos, per a source at Colombia’s National Tax and Customs Directorate.

The market’s read is not that a single ruling breaks the fiscal framework — it is that the emergency route is now closed. With Congress having rejected the 16.3 trillion peso finance bill in December, the 2026 budget has a structural funding gap north of 11% of total spending. The fiscal rule was already suspended in 2025 when the deficit target jumped from 5.1% to 7.1% of GDP. Wednesday’s ruling does not solve that gap — it merely closes one of the two remaining doors.

Layered on top: BanRep Governor Leonardo Villar’s address to lawmakers accusing the Petro administration of attempting to “discredit” the monetary authority. That central bank governors rarely make public political comments is the point — Villar’s rebuke signals the BanRep board believes the institutional attacks are now materially affecting capital flows. Finance Minister German Avila’s absence from the March board meeting, which triggered procedural concerns over whether BanRep can convene without him, remains an unresolved tail risk.

04 IMF Cuts Colombia Growth to 2.3%

The IMF’s downward revision of Colombia’s 2026 GDP forecast to 2.3% — announced during the session — reflects both the regional Latin America slowdown and Colombia-specific drags: restrictive monetary policy (BanRep at 11.25%), fiscal paralysis, and exposure to oil prices. The cut is in line with the broader EM LatAm trend but sits below the government’s own internal projection, widening the perception gap between Palacio de Nariño and external forecasters.

For equities, the read-through is straightforward: slower growth compresses the earnings trajectory for the COLCAP’s domestic-facing names — banks (Grupo Aval, Bancolombia, Davivienda), retail (Grupo Éxito), and utilities — without necessarily helping the commodity exporters (Ecopetrol, Cemex Latam) whose earnings depend on Brent. Materials remains the sector analysts favor for 2026 earnings growth, but those gains are priced. Financials, the largest COLCAP weighting, are now the swing variable.

05 The Peso Reversal and the $4 Billion Buyback

The USD/COP session was unusual. The official rate fell 29.28 pesos to a 5-year low — the strongest peso print since March 2021. But the intraday pattern was not a clean peso rally: the currency touched its strongest level early, then reversed sharply when news hit that the Ministry of Finance had begun buying dollars in preparation for a planned US$4 billion external bond buyback. Public credit director Javier Cuellar confirmed the operation earlier in the week.

The buyback is textbook debt-profile management. Colombia raised US$4.95 billion in its largest-ever bond issuance in January 2026 at 2029, 2031, and 2033 maturities. The plan is to retire shorter-dated high-coupon external debt (coupons above 7%), cutting the interest burden and extending duration. For COLTES bonds, the buyback is bullish — sovereign bonds jumped on the news. For equities, the signal is mixed: the peso getting a ceiling at 3,600 removes one tailwind for importers and dollar-revenue dividend stocks, but the signal that Colombia is actively managing its external debt is a modest credit positive.

The close at 2,324.59 is exactly on the 21-day EMA — a level that, if lost on a closing basis Thursday, opens 2,308.47 (50-day SMA) as the next test, and 2,292.26 (200-day SMA) as the primary trend support.

RSI at 56.95 with signal at 54.01 is neutral but rolling over from the mid-60s — the momentum deceleration is clear but not yet oversold. MACD at 13.50 with signal at 5.86 (histogram 7.64) remains positive but the histogram is narrowing, consistent with a topping pattern rather than a breakdown. The upper Bollinger Band at ~2,368 rejected price cleanly on Wednesday’s intraday high; the lower band sits at 2,262.35 and marks the downside target if the 200-day fails. Ichimoku cloud support is layered: Tenkan-sen at 2,309.67, Kijun-sen at 2,324.59 — both directly in play.

08 Looking Ahead

Thursday’s tape hinges on whether 2,308 holds. A gap-open below 2,321 takes the 50-day SMA into play early; a gap-open above 2,340 signals the Wednesday sell-off was a one-session news event rather than a regime change. The dollar-buying program will remain a daily flow event as long as the buyback is being built — roughly two weeks of sovereign USD demand in an otherwise thin FX market.

The medium-term catalyst is the May presidential first round. If no candidate clears 50%, the runoff lands in June. Pre-election risk premium has started to rebuild — the February-March correction took out roughly 13% from the late-January ATH, and Wednesday’s action suggests traders are re-tightening those hedges. Congress remains the other variable: the Petro administration has hinted at another economic emergency declaration if fiscal proposals fail, but the Constitutional Court’s Wednesday ruling materially reduces that option’s credibility.

09 Verdict

Wednesday was the session that priced in three overlapping stories into a single red candle: a Constitutional Court ruling forcing the government to return hundreds of millions in already-collected emergency taxes, a BanRep governor publicly calling out the executive branch, and an IMF growth downgrade. Any one of these, on its own, might have produced a shallow dip. Arriving together, they delivered the cleanest bearish reversal COLCAP has printed since the February correction — and did it at the upper Bollinger Band, the textbook rejection level.

Bias: Cautious — range-bound with downside skew. The 2,308 (50-day SMA) and 2,292 (200-day SMA) levels define the near-term risk band. A close below 2,292 would confirm a medium-term breakdown and target 2,262 (lower Bollinger). A reclaim of 2,340 would invalidate Wednesday’s reversal and put 2,366 back in play. The structural case — high carry at 11.25%, a strong peso, one of the cheapest PE multiples in LatAm at around 15.1x — has not gone away. But the political risk tax is back, and until there is clarity on the May election and the post-ruling fiscal path, the upside is capped. Focus: 2,308 on the index, 3,600 on the dollar, and any further Constitutional Court or BanRep commentary.
