Brazil’s government signs concession agreement for vehicle handling area in Paranaguá port

RIO DE JANEIRO, BRAZIL – Paraná Governor Carlos Massa Ratinho Junior, along with federal Infrastructure Minister Tarcísio Gomes de Freitas, have signed the concession contract for the vehicle handling area in Paranaguá Port.

Ascensus Gestão e Participações will now manage the terminal for the next 25 years, with investments of R$22 (US$4.2) million.

“It is a moment of great pride for everyone in Paraná to sign this contract. The auction was a success, with goodwill above market expectations. It will allow the port of Paranaguá to continue moving forward, expanding export capacity,” said Ratinho Junior.

The concession includes terminal PAR12, as the greenfield area is called, and is located at the rear of the Paranaguá Container Terminal (TCP), in an area adjoining the terminal leased to Volkswagen. It covers an area of 74,100 square meters and has a static capacity for 4,000 vehicles and an annual storage capacity of 120,000 vehicles.

To serve the automakers installed in Paraná and also in other parts of the country, Ascensus will invest in the implementation of equipment and buildings to be used in the handling and storage of roll-on/roll-off (Ro-Ro) cargo (passenger cars, light commercial vehicles, vans, trucks, buses, tractors). At the end of the 25-year contract, the fixed investment will remain in the Port of Paranaguá.

Ro-Ro cargo is defined as cargo being loaded and unloaded by itself, with no need for loading equipment on the docks. The estimated demand in Paranaguá in this mode ranges between 287,000 and 461,000 vehicles per year between 2021 and 2045.

The governor recalled that the planning of the port complex foresees investments of over R$920 million in the coming years. The main one, he cited, is the so-called Moegão Leste. The project plans to unify the reception of bulk grain cargo. Rather than having to diversify the composition and unload it at 10 different terminals (1 public and 9 private) as is currently done, all the material will be dropped off at a fixed point.

From there, through conveyor belts, it will be sent to the respective terminal. This project involves an investment of R$450 million, with state government resources. The project is expected to be tendered in the second half of this year.

Ratinho Junior also pointed out that the basic remodeling project of the Export Corridor (Correx), with a new integrated system is underway.
