Bolivia’s Dollar Bonds Surge to One-Year High Amid Political Uncertainty

Bolivia’s dollar bonds have reached their highest level in a year, driven by economic and political factors. The bonds due in 2030 climbed 3.5 cents to 60.5 cents on the dollar on October 10, 2024.

KNG Securities took a positive stance on the bonds, suggesting that any restructuring would likely focus on deferring payments. The surge coincides with legal challenges faced by former president Evo Morales.

Prosecutors issued an arrest warrant for Morales on October 10, citing allegations of statutory rape and human trafficking. This development has potentially reduced Morales’ chances of returning to power.

The legal troubles come amid an ongoing power struggle between Morales and current president Luis Arce for control of the Socialist Party.

Bolivia’s economic landscape has been challenging, with foreign currency reserves plummeting by nearly 90% over the past decade.

However, recent data shows a slight improvement, with reserves rising to $1.9 billion in August 2023 from $1.7 billion at the end of 2022.

Investors have responded positively, with the yield spread on Bolivia’s bonds narrowing by over 500 basis points in two weeks.

Bolivia’s Bonds and Economic Uncertainty

The bonds now trade at around 18 percentage points above similar U.S. Treasury bonds. Despite recent gains, Bolivia‘s bonds still lag behind other distressed sovereign debt in performance.

The government faces challenges in managing its economic situation, relying on multilateral loans and gold sales to meet dollar needs. Bolivia’s next presidential election in 2025 adds political uncertainty to the economic outlook.

S&P Global Ratings reaffirmed Bolivia’s credit rating at CCC+, seven notches below investment grade, reflecting ongoing economic challenges and political instability.

While recent bond performance is encouraging, some analysts urge caution. Ricardo Penfold, managing director at Seaport Global in New York, warns that Bolivia remains in a precarious situation.

He suggests that current bond prices may not fully compensate investors for the risks involved, given the low level of foreign currency reserves.

As Bolivia navigates these challenges, the performance of its dollar bonds will likely remain a key indicator of investor confidence in the country’s future.
