The Falklands Oil Project Is Back—And Argentina Says The Paperwork Is Illegal

A dormant South Atlantic oil dream just woke up. Rockhopper Exploration of the UK and Israel’s Navitas Petroleum say they have taken a final investment decision to develop Sea Lion, an offshore field in the North Falkland Basin.

In energy terms, this is the “point of no return”: the stage where financing, engineering contracts, and vessel plans begin to lock in.

The project is structured in phases, using an FPSO and subsea infrastructure. Public plans describe Phase 1 spending of roughly $2 billion to produce about 170 million barrels, with peak output often described around 50,000–55,000 barrels a day.

A second phase has been outlined around another 149 million barrels. Wider resource discussions frequently cite a 2C estimate near 917 million barrels. Navitas holds 65% and Rockhopper 35%. First production is commonly targeted for 2028.

Argentina’s response was immediate and unusually blunt. Buenos Aires rejected the move as a unilateral act in a territory it says remains under a sovereignty dispute.

Argentina Expands Sanctions on Falklands Oil Project

It invoked UN resolutions that recognize the dispute and urge negotiations, and pointed to language urging both sides to avoid changing facts on the ground while talks remain recommended.

Argentina also cited its own laws that it says prohibit hydrocarbon activity on what it defines as its continental shelf without Argentine authorization.

This is not Argentina’s first warning. Under that legal framework, officials say both companies were previously sanctioned. Rockhopper was declared clandestine and barred from operating in Argentina for 20 years. Navitas received an equivalent sanction.

The new statement widened the target: not only the operators, but also service providers, financiers, insurers, and anyone “facilitating” the project, all of whom could face administrative and judicial action.

For Falkland Islands authorities, Sea Lion is framed as a path to economic self-reliance. For outsiders, the eye-opener is that the biggest risk may not be geology or oil prices. It is whether politics and law make the project harder to finance, insure, and execute, even before a single barrel flows.
