Portugal Expands KC-390 Fleet, Secures Options for NATO Sales in Strategic Embraer Deal

Portugal has decided to buy a sixth KC-390 Millennium military transport aircraft from Embraer, as confirmed at the Paris Air Show on June 16, 2025. This move builds on the 2019 contract for five aircraft, with the first delivered in 2023.

The deal also adds ten purchase options, intended for future sales to other European or NATO countries through government-to-government agreements managed by Portugal.

This approach aims to strengthen Portugal’s defense capabilities and position the country as a key facilitator for future KC-390 acquisitions in Europe.The KC-390 Millennium, produced by Brazil’s Embraer in partnership with Portuguese firms, is a versatile aircraft.

It can carry up to 26 tons of cargo, transport troops, perform aeromedical evacuations, conduct aerial refueling, and operate in challenging environments, including unprepared airfields.

Portugal’s Air Force uses the KC-390 to replace its aging C-130H fleet, modernizing its airlift and support operations. The aircraft meets NATO standards, with parts manufactured locally by OGMA in Évora, supporting Portugal’s aerospace industry and providing skilled jobs.

The original contract, valued at €827 million, included five aircraft, a flight simulator, and logistical support. Deliveries began in October 2023 at Beja Air Base and will continue at a rate of one per year.

Boosting NATO Interoperability

The new order for a sixth aircraft increases Portugal’s operational flexibility for both military and humanitarian missions. The ten additional purchase options are not for Portugal’s own use but are designed to secure production slots for other NATO members, reflecting strong demand for the KC-390 and Embraer’s growing order backlog.

Portugal’s intermediary role allows other NATO nations to benefit from reduced training and logistics costs through shared platforms. This strategy mirrors arrangements seen with other European buyers and aims to boost interoperability across the alliance.

The KC-390’s proven reliability and adaptability have attracted interest from several NATO members, and Portugal’s expanded involvement signals a shift toward more collaborative and cost-effective defense procurement in Europe.

This development highlights Portugal’s commitment to modernizing its military assets, supporting its local aerospace sector, and enhancing its influence in European defense markets.

The deal also demonstrates Embraer’s success in positioning the KC-390 as a competitive alternative for tactical airlift and multi-mission roles among NATO allies.
