Scaling Up Under Argentina’s RIGI

The company submitted the request in early July 2026 under the RIGI, or Regime of Incentives for Large Investments, a government program designed to attract major long-term capital by offering tax and legal stability.

This plan expands the existing Rincón de Aranda development in the Vaca Muerta shale formation by including the block’s northern section, which was previously outside the incentive scope.

From US$426 Million to a Multi-Billion-Dollar Plan

The new US$4.5 billion figure represents a tenfold jump from an original US$426 million processing plant proposal filed in July 2025, reflecting a strategic scaling-up rather than a brand-new project launch.

It covers both existing infrastructure and the full development of areas that were not part of the initial incentive request, signaling a much deeper commitment to the Neuquén basin.

Pampa Energia’s Production Ramp-Up

Output from the block reached 17,100 barrels per day in the fourth quarter of 2025, a 355% increase from a year earlier, underscoring the rapid productivity gains in the Vaca Muerta play.

The company aims to hit a mid-2026 target of 28,000 barrels per day and a plateau of 45,000 barrels per day by 2027, with initial wells producing around 1,600 barrels per day each.

To move the extra crude, Pampa is expanding pipeline capacity through the Oldelval system and holds a 10% stake in the new VMOS export line. A central processing facility with 45,000-barrels-per-day capacity is due to start up in the first quarter of 2027.

For 2025, the company executed roughly US$776 million of investment in the block, part of just over US$1 billion in total company capex. That steady spending underlines how central Rincon de Aranda has become to Pampa’s growth.

A Strategic Transformation

Pampa Energia acquired 100% of Rincón de Aranda in June 2023 through an asset swap with French major Total Austral, marking its decisive entry into upstream oil.

The project is the company’s largest single-asset commitment ever, transforming it from a traditional thermal power generator into a major oil producer with crude output growing 4.5 times in just twelve months.

What It Means for Investors and Expats

For foreign investors, the RIGI filing locks in fiscal rules and legal protections that reduce the political risk often associated with long-term energy bets in Argentina, making the project more bankable.

Expats and international professionals in Buenos Aires and Neuquén may see a growing demand for skilled oilfield services, engineering roles, and auxiliary business opportunities as the Vaca Muerta boom accelerates.

The scale of the investment also signals that Argentina’s shale revolution is moving beyond pilot phases into full-field development, which could help stabilize the country’s energy trade balance and ease currency pressures over time.

What Happens Next

Regulators will now review Pampa Energia’s expanded RIGI application, a process that will determine the final tax and legal benefits the company receives for the northern section of the block.

If approved without major changes, the company can proceed with its accelerated drilling schedule and infrastructure build-out, keeping the 45,000-barrel-per-day plateau firmly on track for 2027.

The outcome will also be closely watched by other operators in the Vaca Muerta formation, as it may set a precedent for how large-scale, multi-billion-dollar expansions are treated under Argentina’s new investment framework.

Frequently Asked Questions

What is the RIGI incentive regime in Argentina?

The RIGI (Regime of Incentives for Large Investments) is a government program offering tax, customs, and legal stability benefits to attract major long-term investments in sectors like energy, mining, and infrastructure. It aims to give companies predictable rules over decades, reducing the risk of sudden regulatory changes.

Is the US$4.5 billion a new project for Pampa Energia?

No, it is a strategic scaling-up of its existing Rincón de Aranda development to include the northern section, not a brand-new project launch. The company has been producing oil there since 2024 and is now seeking to expand the scope of its investment under the RIGI framework.

What is Pampa Energia’s current oil production?
