From Trump’s Tariffs To Lula’s Ores: How States Now Demand Factories

When Brazil’s President Luiz Inácio Lula da Silva stood in Mozambique and declared that Brazil “will not be an exporter of critical minerals,” it sounded, to many foreign ears, oddly familiar.

The message is close to the one Donald Trump has repeated for years: if you want access to our best asset, you must bring your factories here. Trump’s version is built around the U.S. consumer market.

The pitch is simple: if you want to sell into the richest market on earth, you either build plants and jobs in the United States or you face tariffs and pressure. Car makers, electronics giants and even allies in Europe and Asia have learned that this threat is not just theatre.

Lula is now trying a similar move using a different lever. Instead of consumers, he is offering Brazil’s underground treasure: lithium, rare earths, niobium and other “critical minerals” that power electric cars, wind farms, smartphones and modern weapons.

Brazil has some of the largest reserves on the planet, but most of the value is still created abroad, where the minerals are processed and turned into high-tech products.

Brazil Demands Local Value from Its Minerals Amid Global Shift

In public, Lula frames this as a moral and historical correction. Brazil, he says, has spent centuries watching foreigners dig its soil, ship the ore and leave poor communities behind.

If other countries want those minerals in the age of electric cars and clean energy, they should help build processing plants, magnet factories and battery value chains on Brazilian soil.

The story behind the story is a much larger shift. All over the world, governments are moving away from pure free-trade thinking and using whatever leverage they have — markets, minerals, technology, data — to demand local investment, jobs and control.

For business, it means more politics in every major supply chain decision. For expats, investors and foreign readers, this is not just about two strong-willed presidents.

It is about a new rule of the game: “No more free access to our advantages.” Whether that rule produces healthier industries or just more red tape will define how fast electric vehicles, green power and advanced industry can grow in the coming decade.
