Brazil Refuses U.S. Pressure, Plans Digital Taxes for Big Tech

Brazil is pushing ahead with plans to make US tech giants pay local taxes, despite heavy pressure from Washington.

President Luiz Inácio Lula da Silva announced that his government will not ease up on new rules for companies like Google, Meta, and Amazon, even after the US threatened higher tariffs on Brazilian goods.

Three main tax routes are being studied. First, Brazil may copy Canada’s approach by charging a 3% tax on revenue earned from digital services with Brazilian users.

This would include money from online ads, marketplaces, and user data. Second, Brazil is looking at a CIDE levy, a 1% tax on big digital firms’ sales, especially those earning over 100 million reais ($18 million) each year, to fund programs for children and teens.

Third, the country may try using OECD guidelines, which would let it tax profits made from Brazilian consumers, but this requires international agreement and takes more time.

Besides taxes, Brazil plans to toughen digital regulation. One bill would introduce stricter consumer rights for internet users and clearer rules about online advertising.

Another would empower the antitrust authority to crack down on monopolies and unfair behavior among major digital platforms. President Lula insists that all companies—foreign and domestic—must “play by Brazil’s rules” if they want access to its market.

He argues that tax and regulation are about fairness and national sovereignty, not retaliation. Brazil’s move comes at a tense moment.

The US is threatening economic retaliation. Canada recently froze its own digital tax after White House warnings. Yet Brazil is staying the course, making clear that global tech cannot profit from local users without paying their share.

This battle is about more than money. It is about who sets the rules in fast-growing digital markets and whether national governments can demand accountability from the world’s largest tech firms.

Brazil’s next steps will show if a big emerging market can make global companies play by local rules.
