Argentina Joins Regional Push Backing U.S. Terror Label on Maduro’s Cartel

Argentina has now joined Ecuador and Paraguay in labeling Venezuela’s Cartel de los Soles a terrorist organization, giving Washington three regional allies in its campaign against Nicolás Maduro.

The United States has accused Maduro of leading this network, which it calls a narco-terrorist operation. The U.S. Treasury designated the cartel a Specially Designated Global Terrorist group on July 25, 2025.

Ecuador declared the cartel a terrorist organization on August 14, and Paraguay followed with a decree on August 22. Argentina completed the bloc on August 26, citing official reports linking the group to cocaine trafficking, contraband, illegal mining, and ties to organized crime.

For Washington, these declarations are more than symbolic. The U.S. Department of Justice has charged Maduro with narco-terrorism, alleging he worked with Colombian guerrillas to move cocaine into the U.S.

The government has increased its reward for information leading to his arrest or conviction to $50 million, the highest figure it has ever placed on a foreign leader.

The U.S. has also deployed additional naval forces to the southern Caribbean, including three Aegis destroyers, as part of expanded operations against drug trafficking.

Reports indicate that the White House authorized the military to use force against foreign cartels classified as terrorist groups, which now include Cartel de los Soles.

Region recasts Maduro as criminal threat

Venezuela responded by mobilizing 4.5 million militia members. Maduro framed this as a defense of sovereignty and accused Washington of using criminal charges as a pretext for regime change.

The wider question is whether the growing regional alignment provides the U.S. with the justification it seeks for stronger measures, including the possibility of direct action.

Under international law, outside military intervention still requires either UN approval or consent from a recognized Venezuelan authority. While Argentina, Ecuador, and Paraguay back the terrorist designation, none has offered support for a U.S. invasion.

The story behind the story is that regional governments now treat Maduro less as a political leader and more as the head of a criminal network. That shift matters because it reframes Venezuela’s crisis from a domestic struggle into a regional security threat.

For Washington, the regional backing strengthens its sanctions strategy. But without broader legal approval, it does not clear the path for military intervention.
