The United States has decided to exclude Europe from upcoming peace negotiations between Ukraine and Russia, a move announced by U.S. Special Envoy Keith Kellogg at the Munich Security Conference on February 15, 2025.

Kellogg explained that limiting participants to the U.S., Ukraine, and Russia would streamline discussions and avoid delays. While he assured that European interests would be considered, European leaders have criticized the decision, arguing that their exclusion undermines regional security and the legitimacy of any agreement.

Kellogg emphasized the urgency of achieving a sustainable peace within “days or weeks,” reflecting the Trump administration’s push for rapid progress. This approach aligns with President Donald Trump’s broader foreign policy strategy of reducing U.S. involvement in prolonged conflicts while encouraging regional actors to take greater responsibility. However, the exclusion of Europe has sparked tensions within transatlantic alliances.

European leaders quickly voiced their objections. Finland’s President Alexander Stubb stated that discussions about Ukraine’s future or European security cannot proceed without European involvement. France is reportedly organizing an emergency meeting in Paris to address the issue, signaling growing frustration among European nations over their sidelining.
