Top U.S. and Russian officials are meeting in Riyadh, Saudi Arabia, on Tuesday to discuss the Ukraine war and broader diplomatic relations.
The high-level talks mark a significant moment in efforts to address the ongoing conflict, which has caused immense human and economic suffering since Russia’s full-scale invasion in 2022.
Saudi Arabia is hosting and mediating the discussions, reflecting its growing role as a global diplomatic player. The U.S. delegation, led by Secretary of State Marco Rubio, includes National Security Adviser Mike Waltz and Middle East envoy Steve Witkoff.
Representing Russia are Foreign Minister Sergey Lavrov and presidential adviser Yuri Ushakov, attending on behalf of President Vladimir Putin. The agenda focuses on exploring a potential resolution to the Ukraine conflict.
It also aims to improve U.S.-Russia relations and lay the groundwork for a possible summit between Presidents Donald Trump and Vladimir Putin. Ukrainian President Volodymyr Zelensky has strongly criticized the talks, emphasizing that Ukraine will not accept any decisions made without its involvement.
He stated that negotiations excluding Kyiv undermine Ukraine’s sovereignty and legitimacy in determining its future. Zelensky’s absence has raised concerns among European leaders about being sidelined in discussions that could reshape security dynamics across the region.
European Leaders and Global Diplomacy
European leaders have responded with urgency. French President Emmanuel Macron convened an emergency summit in Paris to address Europe’s role in the negotiations. Meanwhile, UK Prime Minister Keir Starmer signaled readiness to deploy British troops to enforce any eventual peace agreement.
The exclusion of Ukraine from these talks has fueled fears that Western unity over the conflict could fracture. The meeting follows a recent phone call between Trump and Putin, during which they agreed to initiate immediate negotiations.
This represents a shift from previous U.S. policy under President Joe Biden. The previous policy prioritized isolating Russia over its actions in Ukraine. The talks also highlight Saudi Arabia’s emergence as a mediator in global conflicts. The country is leveraging its strategic position to host such high-profile discussions.
While the talks aim to explore paths toward peace, significant challenges remain. Ukraine’s exclusion complicates the legitimacy of any potential agreements, and unresolved territorial disputes continue to hinder progress.
The outcome of these discussions could have far-reaching implications for global diplomacy and regional stability.
