U.S.-Canada Trade Realignment Cools Commerce and Tourism

Recent data from Statistics Canada reveals a significant 6.6% drop in Canadian exports to the United States in March 2025. This decline marks the second consecutive monthly decrease following record exports in January.

The cooling trade relationship coincides with new tariff measures implemented by the Trump administration on March 4, which imposed 25% tariffs on most Canadian goods and 10% on energy products.

Canada’s merchandise trade surplus with the United States shrank from $10.8 billion in February to $8.4 billion in March. The automotive sector experienced particular volatility as manufacturers rushed February shipments to beat the implementation of new tariffs.

Canadian Prime Minister Mark Carney has responded with retaliatory 25% tariffs on American goods valued at approximately US$59.8 billion. Tourism between the two nations has also suffered significantly.

U.S. Customs and Border Protection data shows 4.1 million Canadians crossed various ports of entry in March 2025, representing a 17% reduction compared to the previous year. This decline exceeds the impact registered during pandemic travel restrictions in 2022.

New U.S. immigration policies announced in April require Canadians entering by land who plan to stay longer than 30 days to register with the government. These measures have further dampened cross-border movement.

Canadian road trips to the U.S. declined by 35% in April compared to the same month last year, marking the fourth consecutive monthly decrease. The World Travel & Tourism Council projects the United States will lose approximately $12.5 billion in foreign tourism revenue during 2025.

Canadian bookings to the U.S. have reportedly dropped by 20% for early summer. This represents a significant blow to the U.S. economy, where tourism contributed $2.6 trillion and supported over 20 million jobs in 2024.

Economic analysts warn of serious consequences for both nations. Canada‘s highly trade-dependent economy could enter recession within six months if the tariffs persist. Quebec’s premier stated that U.S. tariffs could cause the loss of up to 100,000 Canadian jobs within the province alone.

The first bilateral meeting between Prime Minister Carney and President Trump occurred shortly after Canada’s federal elections. Despite Trump questioning the need to renegotiate the USMCA agreement, Carney referred to it as “the basis for broader negotiation.”

The meeting maintained a generally positive tone, suggesting an agreement remains possible though potentially time-consuming. For now, uncertainty continues to affect trade and tourism between countries that share the world’s longest border at 8,891 kilometers.

Businesses on both sides are adapting to the new reality, with some Canadian companies temporarily halting U.S. shipments until gaining clarity on the tariff situation.
