The President of Peru, Dina Boluarte, informed yesterday, Wednesday, that the Council of Ministers decided to declare a state of emergency in the country’s border areas to increase the “control of foreign citizens” and “preserve internal order”.

The President indicated that using a decree, it was determined to declare the emergency in the departments of Tumbes, Piura, Cajamarca, Amazonas, Loreto, Madre de Dios, and Tacna, bordering Ecuador, Colombia, Brazil, and Chile.

The measure was adopted due to the “concern” generated by the fact that these cities “are not far from the insecurity of crime, individual or organized, of criminal gangs”, she mentioned.

The decision will allow the execution of police operations related to border control to “preserve internal order and the constitutional rights of the population” with the due support of the Armed Forces, she explained.

Boluarte added that his administration would propose to the Parliament to reform Article 165 of the Constitution to authorize the intervention of the Armed Forces in border areas so that they can “provide permanent support in the surveillance and control” of these areas.

Among other measures approved by the government, this Wednesday is the modification of the regulation of the Migration Law so that foreigners who entered the country without migratory control may be regularized.

Boluarte emphasized that a “peremptory term” will be granted, which must be approved by the National Superintendence of Migrations so that the regularization can be “applied to foreigners who also regularly entered the country” but who, for “different reasons” became irregular.
