Peru’s mining industry faces a critical juncture as small-scale miners clash with government efforts to regulate their activities. The recent removal of Energy and Mines Minister Romulo Mucho by Congress highlights the growing tension in the sector. This decision came as hundreds of artisanal miners camped outside the legislature, demanding an extension of their temporary operating permits.

The Comprehensive Mining Formalization Registry (REINFO) has been a contentious issue since its inception in 2012. The program aimed to formalize small-scale mining operations, but authorities claim it has inadvertently facilitated illegal mining activities. Of the 85,000 miners registered under REINFO, only about 20% have completed the formalization process.

Small-scale miners contribute significantly to Peru’s gold production, accounting for approximately 40% of the total output. In 2023, Peru produced 99.7 million grams of gold, marking a 2.8% increase from the previous year. This sector’s economic importance adds complexity to the ongoing debate about regulation and formalization.

The government’s proposal to extend REINFO by six months after its December 31 expiration has not satisfied the miners. They argue that this timeframe is insufficient for proper formalization. Instead, they demand a two-year extension and new legislation to complete the process. This disagreement has led to protests and roadblocks in southern regions, disrupting traffic and commerce.
