Over 30 Inmates Killed in Three Days: Ecuador’s Prisons Implode

The Ecuadorian Penitentiary Service reported that rival inmates killed at least 17 people during a predawn assault on September 25 at the Esmeraldas prison near the Colombian border.

Soldiers and police stormed the overcrowded facility to restore order and secure weapons after inmates used firearms and knives to settle gang disputes. Inside the 1,100-capacity prison, roughly 1,500 men live under constant tension.

Organized crime groups “Los Tiguerones,” “Los Lobos” and “Los Choneros” operate from different cell blocks. Leaders outside the walls use smuggled phones to order attacks on rivals. The lack of space and staff lets weapons flow unchecked, fueling deadly violence.

Three days earlier, another riot left 14 dead in Machala’s El Oro prison. Together, these massacres bring the total of inmate killings since 2021 to around 600.

In January 2024, President Daniel Noboa declared a state of internal armed conflict and positioned the military inside prisons. Despite these measures, gangs retain control, and corruption among some officials undermines security.

This crisis matters because Ecuador sits on major drug routes linking Colombia and Peru. Prison battles reflect wider turf wars for drug shipments and extortion rackets.

When jails collapse into chaos, criminal networks strengthen both behind and beyond bars. That undermines public safety and deters investment in a country already facing economic challenges.

Families endure anguish as loved ones vanish without clear information. The government’s repeated declarations of emergency have failed to stop smuggling or end massacres.

Experts warn that only deep prison reforms—adding space, rooting out corruption and cutting smuggled communications—can break the gangs’ grip. Esmeraldas prison remains under tight military watch, but officials acknowledge that long-term solutions will take time.

As Ecuador wrestles with these internal battles, the state must regain authority over its own buildings before criminals extend their power outside them. Only then can the country hope to curb violence and restore confidence among citizens and foreign investors.
