What the average clause does

The average clause is standard in property policies, but few homeowners grasp it until they file a claim. It penalises underinsurance by scaling down the payout to match how much cover the owner actually bought.

A simple example shows the sting. If a home worth forty million Jamaican dollars is insured for only sixteen million, it is covered for just 40 percent of its value.

So even a valid claim gets cut to that same fraction. On four million dollars of damage, the owner might receive around one point six million and have to find the rest themselves.

That mechanism helps explain why so many policyholders felt short-changed after Melissa, even when their claims were approved. The money simply did not stretch to the cost of rebuilding.

Underinsurance often creeps in over time, as construction costs rise faster than homeowners adjust their coverage. In the Caribbean, where building materials are frequently imported and subject to currency swings, replacement costs can climb sharply between policy renewals.

Why the numbers are so stark

The problem is nearly universal on the island. The Insurance Association of Jamaica estimates that about 95 percent of residential properties are underinsured, meaning their sums insured lag well behind current rebuilding costs.

Individual insurers back that up. One large firm said seven in ten of the Melissa claims it received were underinsured, while another reported average underinsurance of around 75 percent on its storm claims.

The financial strain on the sector is real. The general insurance industry has swung to a pre-tax loss, and insurance service costs jumped sharply in 2025, driven largely by Melissa claims.
