Paraguay’s Residency Boom Signals A Migration Rebalance In South America

Paraguay is pulling in more newcomers. The country finished 2025 with 47,687 residency applications, up 63% versus 2024. Authorities granted 40,600 residencies, 42% more than the prior year.

Brazil dominated the 2025 residency tally with 23,526 people. Argentina followed with 4,366. Germany ranked third with 1,652, then Bolivia with 1,357 and Spain with 1,023.

The top ten was completed by Venezuela (847), the Netherlands (772), the United States (736), Russia (509), and France (492). The pipeline split shows where demand sits.

In 2025, Paraguay received 34,875 applications for temporary residence and approved 29,976, about an 86% approval rate. It recorded 12,812 applications for permanent residence and approved 10,624, about an 83% rate.

Paraguay streamlines residency applications

The acceleration appeared midyear. January–June 2025 procedures reached 20,567, compared with 13,611 in the same period of 2024. By January–October 2025, applications were reported at 38,236.

Process design helps turn interest into paperwork. Under Mercosur rules, many applicants can start with temporary residence. They can later move to permanent residence within the required window.

Paraguay refreshed its migration fee schedule from July 1, 2025. Reporting cited 25 jornales for temporary or permanent residency procedures. It also listed smaller fees for extensions and category changes.

Access is also moving closer to applicants. Migraciones’ MigraMóvil calendar for 2026 opens in Ciudad del Este on February 9–13, at Centro Cultural Mangoré, from 08:00 to 16:00.

Mobile teams are slated to handle applications, renewals, and certificates. Another lane targets returning Paraguayans and their families. Through SEDERREC, eligible households can request an online repatriation certificate.

It supports fee exemptions for permanent residency. It also links to reintegration support, including education recognition and customs-related benefits.

These figures reflect applications and approvals, not a perfect headcount of arrivals. Still, they show Paraguay gaining pull, with a state bet on rules-based regularization.
