Historic Deregulation: Brazil’s Energy Market Opens Up Like Never Before

In the first five months of 2024, Brazilian businesses joining the deregulated energy market surpassed last year’s total.

The Electric Energy Trading Chamber (CCEE) recorded 8,923 new deregistrations by May, a 21% increase from 2023.

The CCEE had set aside $7.3 million to open the market. These funds improved retail trading rules and boosted the system and staffing capabilities.

A surge in migrations marked the start of 2024. The revised rules now allow all medium- and high-voltage consumers to choose their providers.

This boosts cost-efficiency for smaller businesses in manufacturing and services.

A significant change came in September 2022, when the Ministry of Mines and Energy removed entry barriers for high-voltage consumers.

Previously, only businesses with at least 500 kilowatts of energy demand could enter the market.

The deregulated market, operational since 1998, was initially for large consumers needing over 10,000 kWh.

It has faced numerous legal and payment challenges, prompting the formation of the CCEE to oversee contracts and payments.

Expansion of Wholesale-Retail Market in Energy Sector

Expansion to all high- and medium-voltage users has broadened the market, attracting numerous trading firms.

These firms target “wholesale-retail” customers, offering up to 30% savings on electricity bills.

CCEE data shows around 21,000 consumers intend to switch by 2024, with 679 more registrations for 2025.

By the end of 2023, the Free Trading Environment (ACL) had grown to 47,058 units from 38,000.

Cesar Pereira from the CCEE noted that existing processes for large-scale trading were becoming too complex for smaller players.

Consequently, last year, the National Electric Energy Agency (ANEEL) streamlined the retail trading process.

This reform simplified the data requirements for consumer registration and usage monitoring.

These changes aim to open the market to lower-voltage consumers by the decade’s end. With ongoing technological updates, new systems should be operational by 2025.
