Bolsonaro’s PL party should ask Electoral High Court TSE to annul the 2022 elections in Brazil
Document prepared by the audit of the Legal Vote Institute says it is not possible to validate the results of the ballot boxes.
The Liberal Party (PL, right) should ask the Superior Electoral Court (TSE) to annul the 2022 elections.

The document, prepared by the auditors of the Voto Legal Institute (IVL) and obtained by Jovem Pan’s website, says that it is not possible to validate the results of the ballot boxes.

On Oct. 30, Luiz Inácio Lula da Silva (PT, left) was elected president of Brazil after a close race with incumbent Jair Bolsonaro (PL, right) in the second round of the 2022 election.
Lula da Silva obtained 50.8% of the valid votes, while the incumbent got 49.1%. After the election, Bolsonaro’s supporters took immediately to the streets to protest against the election results.
Since then, the demonstrations have not diminished but continue to grow. This is probably the most significant popular uprising Brazil has ever seen, even if the old media largely ignore it.

The 12-page report, signed by
- Carlos Rocha, president of the Instituto Voto Legal (IVL);
- his vice president Márcio Abreu, an electronic engineer,
- and associate member Flávio Gottardo de Oliveira, an aeronautical engineer,
both graduates of the Instituto Tecnológico da Aeronáutica (ITA) say that statistical studies identified an “undue interference in the voting percentages of the candidates.
The IVL says the audit followed the procedures determined by the Federal Audit Court (TCU).
“To find evidence that this group of ballot boxes would not have functioned correctly, an intelligent analysis was conducted of the data contained in the Ballot Log files of all the electronic ballot box models used in the 2022 elections″, the document says.
The lawsuit, to be finalized, considers two audits on ballot boxes. One of them says, “it is impossible to validate the results generated on all 2009, 2010, 2011, 2013, and 2015 model ballot boxes.”
The IVL argues that when an invalid Ballot Log file is generated, the equipment malfunctions and confirms that it “used a code version of the programs different from the version used in the UE2020 model ballot boxes, sealed in a public ceremony at the TSE.”

Therefore, the institute concluded that “it is impossible to validate the results generated in all the 2009, 2010, 2011, 2013 and 2015 model ballot boxes, effects that should be disregarded in the tallying of the second round elections, due to the malfunctioning of these boxes.
The report’s release comes on the same day that countless demonstrations were held in Brazil. Acts were registered in at least 12 capitals of the country.
On Tuesday, Nov. 8, the national president of the PL, Valdemar Costa Neto, said in a rare press conference that the party would wait for the Armed Forces’ report on the electronic ballot boxes to decide whether or not to accept the results of the elections.
Despite the alleged defeat to Lula da Silva in the presidential election, the Liberal Party elected the largest benches in the House, with 99 deputies, and the Senate, where it reached 14 seats and surpassed the MDB.
“We have some questions that we made to the Superior Electoral Court (TSE), and we are waiting for the Army report tomorrow to know what they will bring. For now, we have nothing in hand,” said Costa Neto.
As Jovem Pan showed, the report signed by the Defense Minister, Paulo Sérgio Nogueira, said that no evidence of fraud was found in the 2022 elections.
The document states, however, the electronic system is not exempt from “eventual malicious code that could affect its operation.”
Minutes after the content was released, the president of the Superior Electoral Court (TSE), Minister Alexandre de Moraes, said he received the report with “satisfaction.”
“The Superior Electoral Court (TSE) received with satisfaction the final report of the Ministry of Defense, which, like all other inspection entities, did not point out the existence of any fraud or inconsistency in the electronic ballot boxes and the 2022 electoral process.
The suggestions forwarded for improving the system will be analyzed in due course.
The TSE reaffirms that the electronic ballot boxes are a source of national pride and that the 2022 Elections prove the effectiveness, smoothness, and total transparency of the counting and tallying of the votes,” wrote Moraes.
