Traders now bet that Russia and Ukraine will sit down for peace talks before the year ends, after the Kremlin said it would resume negotiations.
Polymarket traders now put the chance of new Russia-Ukraine peace talks by 31 December at 64%, up 27 points in 24 hours. Our report of 17 October put the same market at 36%, so the price has swung back sharply in four days.
It matters to US readers because any talks involve the US directly. Washington is the mediator, and sanctions, military aid and energy prices all depend on whether the war moves toward a deal.
In plain English
Trilateral talks means three-way negotiations between the US, Russia and Ukraine.
A prediction market is an exchange where people bet real money on events, and the price shows the crowd’s implied chance.
Witkoff is Steve Witkoff, President Donald Trump’s special envoy for the war.
What Prediction Markets Say
Polymarket, a crypto-based exchange, lists the question “Russia x Ukraine peace talks by…?” with one contract for each date. Each contract pays out if the two sides hold peace talks by that date.
- 31 December: 64%, up 27 points in 24 hours and 17.5 points in a week; about US$27,900 traded in 24 hours, so this line is thinly traded.
- 30 November: 55.5%, up 25 points in 24 hours and 21 points in a week; about US$37,200 traded.
- 31 October: 7.1%, down 4.5 points in 24 hours and 7.5 points in a week; about US$44,700 traded.
Across all contracts on the question, about US$1.74 million has traded, including about US$110,000 in the past 24 hours. Individual lines trade only tens of thousands of dollars a day, so a few large orders can move the price, and it moved several points while we were checking it. Kalshi, which is regulated in the US by the CFTC, did not list a contract on peace talks by a date when we looked; its nearest contracts ask whether Zelenskyy and Putin will meet.
The price is a bet, not a poll and not a forecast by this newsroom. You can follow live prices on our Prediction Markets page.
Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.
Why the Odds Moved
The timing fits one event. On 21 October, Putin met Witkoff for about three hours at the Konstantin Palace in Strelnya, outside St Petersburg, according to the Associated Press. Kremlin adviser Yuri Ushakov said Putin agreed “in principle” to resume trilateral talks after 10 November.
Ushakov said the talks would focus on “building a security system for Russia and Ukraine after the conflict ends.” Kirill Dmitriev, Russia’s presidential envoy, joined the meeting, and Trump’s son-in-law Jared Kushner took part by video link, the AP reported.
The visit had been signalled a day earlier. The Kyiv Independent reported on 20 October that Witkoff would travel to St Petersburg after speaking with Ukrainian President Volodymyr Zelenskyy, citing Norway’s prime minister, Jonas Gahr Støre.
Kyiv has not signed on to a date. Zelenskyy said that only a summit of leaders can break the impasse and that freezing the fighting is the minimum step, according to the AP.
Context matters here. Three rounds of US-Russia-Ukraine talks were held earlier this year, in Abu Dhabi in January and February and in Geneva on 17 and 18 February. We found no later round.
Traders have not said what moved them, so the link between the meeting and the price is our reading, not a claim from any source. The 31 October contract fell at the same time, which suggests traders read the “after 10 November” wording as ruling out talks this month.

What It Means for US Readers
The first link is diplomacy. Washington is the go-between, since Trump’s envoy met Putin in person, so a date for talks is a test of US mediation.
The second is sanctions and money. Our reporting on the EU’s frozen Russian assets and the US$78 billion Ukraine funding gap shows how much Ukraine’s budget depends on Western decisions that talks could change.
For investors, our analysis is that energy, defence and European shares often react to peace headlines. A 64% price for talks is a bet on a meeting, not on a deal, and the same market shows how fast it can reverse.
What It Means for Latin America and Africa
Our analysis, not a claim from the sources: the main channel is energy. Latin American buyers of Russian fuel were left exposed by a US sanctions waiver, as we reported in Russia Sanctions Waiver Leaves Latin American Buyers Exposed, and any shift in sanctions would reach them first.
Latin America’s gas exporters also have a stake. Europe’s plan to end Russian gas is the opening described in Can Latin America LNG Replace Russian Gas in Europe?, and a peace track could change how fast that demand grows.
For African importers of wheat and fertiliser, the effect would come through grain and fuel prices. We have no market data on that link today, so we do not put a number on it. See our Latin America odds page and Africa odds page for regional markets.
What Is Not Known
It is not known where or when the talks would be held. Ushakov gave only “after 10 November,” and no venue has been announced.
It is not known whether Kyiv will attend on Moscow’s terms. Zelenskyy has called for a leaders’ summit and a freeze, and the AP report does not say that Ukraine accepted the Kremlin’s framework.
It is also not known what a meeting would produce. The three rounds held earlier this year did not end the war, and individual lines in the market trade only tens of thousands of dollars a day.

What are trilateral talks?
They are negotiations between the US, Russia and Ukraine. Three rounds were held earlier in 2026, in Abu Dhabi and Geneva, and we found no later round.
