The Peruvian government proposes the “Plan Boluarte” to fight crime.

The executive requested the Constitution Commission of Congress to approve special legislative powers to combat criminality in the South American country.

Alberto Otárola, President of the Council of Ministers, requested after presenting the bill “5632/2023-PE.”

The bill seeks authority to legislate on citizen security, disaster risk management, social infrastructure, and meritocracy.

He noted that the ‘Plan Boluarte’ has three components: prevention, fighting organized crime and drug trafficking, and strengthening the National Police.

The premier insisted that President Dina Boluarte’s government is dedicated to confronting organized crime, which has severely affected various areas, especially Lima, in the past year.

Otárola emphasized that the ‘Plan Boluarte’ was prepared according to the Constitution and does not seek comparison with other plans as Peru’s situation is unique.

He hoped for immediate results to solve or mitigate the problem this year.

In his Parliament presentation, the Prime Minister also requested powers to legislate on infrastructure quality, meritocracy, safe internet law, and creating a Specialized Technical Assistance Center.

Interior Minister Vicente Romero stated that the ‘Plan Boluarte’ focuses more on social prevention, targeting the most vulnerable, but also aggressively combating criminality.

He expressed that citizens must understand that the government is working 24 hours for everyone’s safety, acknowledging the rise in violence and weapons but assuring gradual provision of security.
