Key Facts

The Corridor. The SoutH2 Corridor is a planned 3,300-kilometre pipeline network to carry green hydrogen from Algeria to Germany via Tunisia, Italy and Austria.

The Capacity. Project promoters target a capacity of up to 4 million tonnes of renewable hydrogen per year, with full operation projected around 2030.

The Partnership. A bilateral hydrogen taskforce was established in February 2024, building on an energy partnership first signed between the two countries in 2015.

The Money. The corridor has been designated a Project of Common Interest by the European Commission, unlocking access to EU funding and fast-tracked permits.

The Summit. In July 2026, Chancellor Friedrich Merz and President Abdelmadjid Tebboune oversaw the signing of roughly 30 commercial agreements in Berlin.

The Germany Algeria hydrogen partnership has moved decisively from dialogue to pipeline planning, as Berlin and Algiers bet on a 3,300-kilometre corridor that could supply Europe with 4 million tonnes of green hydrogen a year and reshape North Africa’s energy export economy.

A Partnership a Decade in the Making

The strategic embrace between Europe’s largest industrial economy and North Africa’s leading gas exporter did not begin yesterday. In 2015, then-German economy minister Sigmar Gabriel and his Algerian counterparts signed a declaration of intent creating the German-Algerian Energy Partnership, a platform designed to anchor bilateral energy-policy dialogue.

For years the partnership focused on conventional energy and renewables advice, but the post-Ukraine-invasion scramble for non-Russian molecules gave it urgent new purpose. By February 2024, Germany’s vice chancellor and economy minister Robert Habeck announced the formation of a dedicated bilateral hydrogen taskforce, explicitly linking Algeria’s solar potential to Europe’s industrial demand.

Inside the SoutH2 Corridor

The centrepiece of this renewed relationship is the SoutH2 Corridor, a planned 3,300-kilometre route stretching from Algerian production sites across Tunisia, under the Mediterranean to Italy, and onward through Austria to southern Germany. Project backers estimate that roughly 60 to 70 percent of the infrastructure can be created by repurposing existing gas pipelines, a cost-saving engineering choice that improves the project’s financial logic.

The corridor’s promoters target a capacity of up to 4 million tonnes of renewable hydrogen per year, with full operation projected around 2030. In October 2024, Algeria’s state giants Sonatrach and Sonelgaz signed a memorandum of understanding with Austria’s Verbund, Germany’s VNG AG, and Italy’s Snam and SeaCorridor to study large-scale green hydrogen production and export feasibility.

Berlin’s Industrial Logic

For Germany, the Germany Algeria hydrogen axis is not an abstract climate gesture; it is a hard-nosed industrial-policy calculation. The country’s steel, chemical, and refining sectors need low-carbon molecules to remain competitive and compliant with tightening European emissions rules, and domestic renewable production alone cannot meet that demand.

Berlin has backed its rhetoric with development money, including support for a 50-megawatt green hydrogen pilot plant in Arzew and technical assistance delivered through the GIZ agency. The German development ministry has also funded advisory work on Algeria’s national hydrogen strategy, workforce training, and business-model development, laying the bureaucratic groundwork for private investment.

Algeria’s Bet on a Post-Gas Future

Algiers sees the hydrogen push as a way to preserve its relevance as a premier energy supplier long after Europe’s gas demand begins to structurally decline. The country possesses vast solar irradiation, large tracts of available land, and a half-century of experience exporting energy to European customers, assets that are difficult to replicate quickly elsewhere.

Yet the constraints are real and well understood by investors. Green hydrogen at scale requires enormous new renewable power capacity, reliable water supply, electrolyser manufacturing, and grid upgrades, all of which demand capital and regulatory predictability that Algeria is still working to provide.

The Great-Power Contest in North Africa

The corridor must be read against the wider map of great-power competition that Africa: The New Scramble tracks across the continent. China, Gulf states, France, and Italy are all deepening commercial and security ties in North Africa, and Germany’s hydrogen push is as much about geopolitical positioning as it is about molecules.

The European Commission has designated the corridor’s components as Projects of Common Interest under EU TEN-E rules, a status that can accelerate permitting and unlock financing from instruments such as the Connecting Europe Facility. This regulatory backing signals that Brussels views the pipeline as strategic infrastructure, not merely a commercial venture.

The 2026 Summit and What Comes Next

The July 2026 Berlin visit by President Abdelmadjid Tebboune marked a new peak in the relationship, with Chancellor Friedrich Merz publicly reaffirming cooperation on hydrogen, gas, helium, and even car manufacturing. The roughly 30 agreements signed at the accompanying business forum suggest that energy is becoming the anchor for a much broader commercial reset between the two countries.

For readers watching from Latin America, the Algeria-Germany model offers a clear template for how a developing economy with abundant renewable resources can leverage great-power demand for clean molecules into infrastructure investment and industrial-policy leverage. The next milestone to watch is whether the feasibility studies translate into a final investment decision for the full corridor, a moment that will test whether the political declarations can survive the discipline of project finance.

Frequently Asked Questions

What is the SoutH2 Corridor and which countries does it connect?

The SoutH2 Corridor is a planned 3,300-kilometre hydrogen pipeline network designed to transport green hydrogen from Algeria to southern Germany. It crosses Tunisia, Italy, and Austria, and roughly 60 to 70 percent of the route is expected to repurpose existing natural gas pipelines to reduce construction costs.

How much hydrogen can the Germany Algeria hydrogen corridor deliver?

Project promoters target an annual capacity of up to 4 million tonnes of renewable hydrogen, with full operation projected around 2030. These figures remain planning targets dependent on final investment decisions, offtake contracts, and coordinated regulation across all five participating countries.

Why is Germany investing in Algerian hydrogen rather than producing it domestically?

Germany’s heavy industrial sectors, including steel, chemicals, and refining, require far more low-carbon molecules than domestic renewable capacity can generate. Algeria offers abundant solar irradiation, available land, and an existing energy-export relationship, making it a logical partner for securing the future hydrogen volumes that German industry needs to remain competitive.
