Mexico’s President Claudia Sheinbaum is trying to keep control of the narrative. She rejects any U.S. intervention on Mexican territory.

At the same time, she has leaned into cooperation. Mexican authorities have increased seizures and arrests, and they have transferred alleged cartel figures to U.S. custody.

Mexico balances cooperation and sovereignty

In recent weeks, Mexico sent 37 suspects north, and reporting has put the past-year total above 90. For Washington, those numbers prove capacity. For Mexico City, they are political insurance.

Yet the goalposts are moving. Reporting has described U.S. pressure for American personnel to accompany Mexican units on raids aimed at dismantling fentanyl production networks.

Even if defined as “support,” a foreign presence in operations risks becoming a precedent. Mexico remembers 1916, when U.S. troops crossed the border in pursuit of Pancho Villa. History is not a script, but it is a warning.

Legal tools are also hardening. The U.S. has designated six major Mexican cartels as Foreign Terrorist Organizations, expanding sanctions and prosecution options.

That can ripple through trade finance, shipping, and compliance for firms with cross-border exposure. Timing adds leverage. The USMCA faces a formal joint review in July 2026, and security disputes can bleed into trade demands fast.

Meanwhile, a U.S. operation in Venezuela that reportedly captured Nicolás Maduro has intensified fears of escalation. If a “limited” mission can expand there, many ask, why not elsewhere?

Sheinbaum now must deliver tougher security cooperation while proving Mexico still commands its own territory. This is the clearest, simplest telling I can give without flattening the stakes.
