Key Facts

Proposal. The IGF is a constitutional tax on large fortunes that has never been regulated by a complementary law in Brazil.

Advocate. Luna Zarattini, a São Paulo city councilor and pre-candidate for federal deputy, defended the tax on July 21, 2026.

Revenue potential. A 2% levy on the wealth of the richest 0.2% could raise roughly R$41.9 billion (US$8.2 billion) per year, per a Made/USP estimate.

Broader agenda. The push aligns with Lula’s plan for a 10% minimum tax on incomes above R$50,000 (US$9,800) per month.

Hurdle. Congressional resistance remains strong; lawmakers recently overturned some government tax decrees.

A renewed push for a Brazil wealth tax is gaining attention as an ally of President Luiz Inácio Lula da Silva calls on Congress to finally regulate a long-dormant constitutional levy on large fortunes.

What Is a Brazil Wealth Tax?

The proposal centers on the Imposto sobre Grandes Fortunas (IGF), a tax on large fortunes that Brazil’s 1988 Constitution already permits. However, it has never been enforced because lawmakers have not passed the required complementary law to set rates and thresholds.

Simply put, a wealth tax is an annual levy on a person’s total net assets – such as real estate, investments, and cash – above a certain threshold. Unlike an income tax, it targets accumulated riches rather than yearly earnings.

The constitutional provision has sat dormant for decades, making Brazil an outlier among major economies that have debated but rarely implemented such levies. For foreign investors and expats, the IGF would represent a new layer of taxation on assets held within the country, depending on the final thresholds and exemptions.

The Argument for Tax Justice

Luna Zarattini, a São Paulo city councilor from Lula’s Workers’ Party and a pre-candidate for the Chamber of Deputies, defended the measure on July 21, 2026. She argued the debate should focus on tax justice and criticized Congress for blocking changes to the system.

Supporters say Brazil’s tax system needs greater progressivity so the richest contribute more. Lula has repeatedly argued that heavier taxation on the wealthy can protect spending on education and health from budget cuts.

The Workers’ Party has long framed wealth concentration as a structural obstacle to development. By reviving the IGF now, allies aim to make fiscal fairness a central theme of the 2026 campaign, contrasting it with austerity measures that they say hurt the poor.

The Opposition and Political Reality

Critics warn that a wealth tax could burden investment, slow capital formation, and hurt economic competitiveness. They also point out that such levies can be difficult to enforce without creating distortions or encouraging capital flight.

Political resistance in Congress remains the biggest barrier. Lawmakers recently overturned some government tax decrees, signaling that Lula’s broader tax-hike agenda faces an uphill battle despite the constitutional green light.

For expats and foreign investors, the uncertainty around enforcement is a key concern. Even if the IGF passes, questions remain about how Brazil would track global assets and whether double-taxation treaties would offer any relief, making the debate relevant far beyond Brazilian voters.

The Broader Fiscal-Left Agenda

The wealth tax push is part of a wider fourth-term fiscal strategy. On July 16, 2026, a Chamber committee approved a separate reform to exempt workers earning up to R$5,000 (US$980) per month while introducing a higher minimum tax on top earners.

The government is also discussing a minimum 10% tax on people earning above R$50,000 (US$9,800) per month. Together, these measures aim to shift the tax burden upward while shielding lower-income Brazilians.

Earlier policy debates also explored taxing dividends and financial gains more heavily, with one estimate suggesting over R$100 billion per year could be raised depending on implementation. The cumulative effect of these proposals signals a coordinated attempt to reshape Brazil’s revenue base.

What It Means for Expats and Investors

For foreigners living in or considering Brazil, the IGF debate introduces new variables into long-term financial planning. A wealth tax could apply to assets like Brazilian real estate, local bank accounts, and domestic investment portfolios, depending on how residency and domicile rules are written.

International experience shows that wealth taxes often struggle with valuation disputes and enforcement costs. If Brazil moves forward, expats should watch for details on minimum thresholds, as these will determine whether the tax hits only the ultra-rich or reaches upper-middle-class asset holders.

The political calendar adds further uncertainty. With the 2026 election approaching, the IGF may serve more as a campaign talking point than an imminent legal change, but investors should still monitor committee votes and party platforms for signals of genuine legislative momentum.

What Happens Next

The immediate next step would be the introduction of a complementary law bill in Congress to define the IGF’s rates, thresholds, and collection mechanisms. Given the current legislative resistance, such a bill would likely face lengthy committee reviews and significant amendments.

Lula’s coalition will need to build a stronger majority to advance any wealth tax measure, especially after recent defeats on tax decrees. The 2026 election outcome will heavily influence whether the IGF remains a rhetorical device or becomes a concrete policy.

In the meantime, the Finance Ministry is expected to continue pushing related measures like the minimum tax on high incomes, which may serve as a test of congressional appetite for progressive taxation before a full wealth tax reaches the floor.

Frequently Asked Questions

What exactly is the IGF?

The IGF is a constitutional tax on large fortunes in Brazil, authorized by the 1988 Constitution but never implemented. It requires a complementary law to define rates, thresholds, and collection rules, and Congress has never approved one despite decades of sporadic debate.

How much money could a Brazil wealth tax raise?

A study cited by the BBC estimated that a 2% annual tax on the wealth of the richest 0.2% of Brazilians could generate around R$41.9 billion (US$8.2 billion) per year. The actual revenue would depend on the final rate, the threshold for taxable wealth, and the effectiveness of enforcement.

Is the tax likely to pass soon?

Passage is politically difficult. While legally possible under the Constitution, the measure faces strong congressional resistance, and no complementary law has been enacted to date. The 2026 election may determine whether the IGF gains traction or remains a long-standing proposal without legislative action.
