The Two-Mine Wager

ARM’s board approved a phased redevelopment budget of R15.2 billion (US$927 million) for the Bokoni platinum mine in Limpopo province. The seven-year programme aims to transform a mothballed asset into a large, low-cost platinum group metals operation.

Separately, the company will spend R753 million (US$46 million) to restart the Nkomati nickel mine in Mpumalanga. Nkomati is South Africa’s only primary nickel producer and had been on care and maintenance since the early 2020s.

ARM shares fell to their lowest in more than a year after the announcement. Investors weighed the scale of the commitment against a backdrop of volatile commodity prices and rising production costs.

Why the platinum and nickel bet Now

The timing is deliberate. Platinum group metal prices have recovered sharply after a deep slump in 2023 and 2024, helping ARM post a 10 percent rise in half-year profit to R1.67 billion.

The World Platinum Investment Council reported a fourth consecutive annual platinum deficit in May 2026, estimated at 297,000 ounces. Above-ground inventories now cover only about four months of demand, the lowest level since 2014.

South Africa, Russia and Zimbabwe supply roughly 90 percent of primary platinum group metals. With Russian output constrained by sanctions and Zimbabwe imposing an export ban on unrefined critical minerals, South African producers gain structural leverage.

From Russian Joint Venture to European Supply Chain

The Nkomati restart marks a decisive geopolitical pivot. ARM took full ownership of the mine by acquiring the remaining 50 percent stake from Norilsk Nickel’s local unit, with the Russian giant contributing R325 million (US$17.7 million) toward liabilities and rehabilitation.

ARM then signed a conditional offtake agreement with Sweden’s Boliden AB, whose smelter in Finland is Europe’s only large-scale nickel smelter. The multiyear deal connects South African nickel concentrate directly to European battery and stainless-steel value chains.

This realignment fits a broader pattern documented in our pillar series Africa: The New Scramble. European industrial buyers are actively diversifying away from Russian metals, and African producers with reliable governance become attractive partners.

The Motsepe Factor: Domestic Power, Global Capital

Patrice Motsepe founded ARM as part of South Africa’s Black Economic Empowerment drive and controls roughly 40 percent through Ubuntu-Botho Investments. He became Africa’s first Black billionaire recognised by Forbes in 2008 and was ranked the continent’s ninth-richest person in 2024, with an estimated net worth of US$2.7 billion to US$2.9 billion.

His influence extends well beyond mining into finance, telecommunications and sports administration. ARM itself is a diversified producer with interests in platinum, nickel, chrome, iron ore, manganese, coal and a strategic stake in Harmony Gold.

In May 2026, Norway’s Government Pension Fund Global, managed by Norges Bank Investment Management, disclosed a 5.02 percent stake in ARM valued at about R3.03 billion (US$163.8 million). The move places one of the world’s most conservative sovereign wealth funds alongside Motsepe’s domestic capital.

The Wider Critical Minerals Push

ARM’s platinum and nickel bet is part of a larger Motsepe-backed expansion into energy-transition metals. Through Harmony Gold, he supported a US$1.01 billion acquisition of MAC Copper Limited and the CSA copper mine in Australia, completed in October 2025.

A further US$1.55 billion to US$1.75 billion commitment targets the Eva Copper project in Queensland, with first production expected in the second half of 2028. These copper assets position the group for projected supply shortfalls driven by electrification and grid infrastructure.

Taken together, the bets on platinum, nickel and copper place Motsepe’s group squarely in the global critical-minerals complex. The United States, China and the European Union are all racing to secure long-term supply, and South Africa’s vast ore bodies give it a seat at that table.

Risks and What to Watch

ARM previously recorded a R2.2 billion impairment at Bokoni and a 90 percent profit slump, with the mine losing about R1.4 billion in one fiscal year. Restarting Nkomati adds technical and environmental risk, with ARM earmarking R836 million (US$45.5 million) for rehabilitation alone.

Commodity volatility remains a threat. A faster-than-expected shift to battery electric vehicles could reduce demand for platinum in autocatalysts, even if the metal retains value in hydrogen fuel cells and other industrial uses.

South Africa’s mining sector also faces labour unrest, community activism and tightening ESG expectations.
