São Paulo’s First Post-Privatization Water Test—And What It Reveals

Greater São Paulo, a metropolis of roughly 21 million people, is entering the rainy season with reservoirs hovering near 28.7% of capacity—the lowest since the 2014–2015 crisis.

Behind the headlines is a quieter story of how the system has changed. Sabesp, privatized last year, began progressive night-time pressure reductions in late August and widened them in September to curb leakage—a major hidden “user” of urban water.

Regulators trimmed authorized withdrawals from the key Cantareira system, while an emergency transfer from the Paraíba do Sul basin adds a safety cushion.

October’s inflows ran at roughly 39% of the historical average, the third straight year of subpar rains—hence the preemptive tone.

What’s different from a decade ago is governance. Instead of ad-hoc decrees, the new framework uses transparent triggers, clear bands of risk, and citywide communication.

Sabesp has also focused on practical resilience: distributing rooftop tanks to vulnerable households, interconnecting subsystems so one area can support another, and prioritizing network loss reduction—the fastest “new source” any city can create.
