Deadly Riot in Veracruz Prisons Reveals Depth of Gang Control in Mexico’s Economy
Seven inmates died and eleven suffered injuries in a riot at Tuxpan prison, northern Veracruz, Mexico, according to official government updates.
Authorities—local police, the army, and National Guard—took more than twelve hours to regain control after inmates revolted over constant extortion and violence from Grupo Sombra, one of the region’s dominant criminal gangs.
Grupo Sombra runs protection schemes inside and beyond the prison walls. They force other prisoners, and often their families, to pay for supposed “security.” These payments are not official.
They go to the gang, boosting its income and power while authorities struggle with staff shortages and corruption. With 778 prisoners for 735 beds, overcrowding lets gangs take over, making basic goods and safety into commodities for trade or extortion.
The impact does not stop at the prison gate. Veracruz reports repeated violence against taxi drivers and ordinary workers. Some drivers who refused to pay criminal “fees” have been shot or killed, law enforcement records confirm.
In July, a retired teacher and driver who resisted these payments was kidnapped and murdered. These crimes prevent honest people from making a living and discourage businesses from investing in the region.
Government statistics reveal that organized crime groups exert heavy influence in most Mexican prisons—over 60%, according to public security data. Inside, gangs decide rules, not the guards. This control bleeds into the outside world.
Criminals collect “protection” money across towns, raising everyday prices and making any business feel unsafe. Commerce slows, jobs disappear, and hope fades for communities caught in the crossfire.
Whenever violence erupts, the government must send in the military and police to restore order. But each riot shows deeper problems. As long as gangs have power, prisons become crime headquarters.
These groups then shape the economy the same way—through control, threats, and taking a cut from everyone’s work. What happened at Tuxpan prison matters for everyone interested in security or business in Mexico.
