The chamber’s point is that these should be prioritised to demonstrate that the system can still deliver.

This is a significant shift in tone from previous years, when budget availability was often the central concern. Now, the chamber is telling the new government that private capital will only move if bureaucratic friction is reduced and legal certainty is guaranteed.

That message has direct implications for investment. If contractors and financiers see that projects can be signed but not advanced, they will price in higher risk or simply wait. The CCI’s broader argument is that Colombia infrastructure needs a predictable regulatory environment, not just more money in the budget. If the administration can show progress on the four priority airport works and improve Aerocivil’s planning and execution, it will signal that the paralysis is reversible.
