In 2023, President Luiz Inácio Lula da Silva’s administration marked a record year for financial support to Brazilian municipalities.

Public banks and development agencies allocated 16.1 billion Brazilian reais ($2.96 billion) in loans, reflecting a 42.4% increase from the 11.3 billion reais ($2.07 billion) provided in the previous year.

The Caixa Bank managed the majority, distributing about 10.6 billion reais ($1.94 billion), which made up 66% of the total funding.

This financial boost arrives at a pivotal moment. Brazilian cities are tackling a range of challenges, from decaying infrastructure to the need for advanced energy and transport systems.

The loans support diverse projects like road paving, sanitation, and more sophisticated initiatives in energy and transport.

This funding shift aims to boost municipal capabilities and tackle climate risks and social inequalities.

Loan sizes also reached a new peak, with the average hitting 13 million reais ($2.38 million).

These funds target larger, more impactful projects, primarily in major urban areas.

The strategy is designed to drive economic growth through substantial public infrastructure investments.

Such loans now underpin 96.2% of municipal investments, highlighting a dependency on national support programs.

Despite this reliance and the inherent risks of increased debt, the overall financial health of municipalities remains stable, indicating effective management.

However, as municipalities spent their fiscal reserves from the pandemic, they now confront nearly 15 billion reais ($2.75 billion) in deficits, raising concerns about potential defaults.

Most loans carry federal guarantees or similar state-provided securities, offering a financial safety net.

Authorities, including Caixa bank, emphasize the critical role of these partnerships in enacting crucial public policies.

The National Monetary Council and the Treasury enforce stringent regulatory standards to protect both municipal and national economic interests.

Amid these developments, the ABDE calls for loosening regulatory constraints to meet the escalating demands for sustainable infrastructure projects.
