Peru’s President Dina Boluarte has reshuffled her cabinet for the seventh time in two years, reflecting ongoing political and social unrest.

Boluarte appoints José Antonio Salardi Rodríguez to lead Economy and Finance, Fanny Esther Montellanos Carbajal to head Women and Vulnerable Populations, and reinstates Leslie Urteaga Peña at Development and Social Inclusion.

Boluarte assumed office from Pedro Castillo in December 2022 after his ousting. She has since faced numerous scandals, including “Rolexgate,” leading to previous ministerial exits.

The Qali Warma food scandal, rebranded Wasi Mikuna, involves allegations of supplying children with contaminated food. Investigations link this to corruption, implicating Boluarte’s former advisor, Fredy Hernán Hinojosa Angulo.

The case took a grim turn with the suspected murder of Nilo Burga Malca, head of Frigoinca, the food supply company. Originally ruled as suicide, forensic evidence suggested otherwise.

Tensions escalated when outgoing minister Julio Demartini requested protection after threats surfaced in leaked audios linked to Boluarte’s circle. This incident reveals internal government strife.

These frequent cabinet changes indicate Boluarte‘s attempt to manage crises but also suggest underlying governance issues. Public approval hovers around 7%, highlighting significant dissatisfaction.

The new ministers face the challenge of stabilizing an economy in recovery and addressing social issues amidst ongoing controversies. However, the retention of controversial figures like Juan José Santiváñez casts doubt on the effectiveness of these changes.
