Angola’s Sovereign Wealth Fund Rebounds with 10% Return

The Fundo Soberano de Angola (FSDEA) achieved a remarkable turnaround in 2023. It posted record net profits of $199.35 million. This performance marks a 201% increase from the previous year.

It represents the fund’s best performance to date, with a 10% overall return. These strong results contrast sharply with the significant losses of $196.65 million in 2022.

The fund’s success reflects the effectiveness of its implemented strategies. It positions the FSDEA as a pillar of growth and economic stability for Angola.

Two key factors primarily drove the fund’s positive performance. First, its net investment portfolio recorded gains of $168.62 million during the year. Second, its alternative portfolio achieved net gains of $39.28 million.

The FSDEA’s success in 2023 stands out given the challenging global economic context. Fund management attributes the positive market performance to several factors.

These include surprising global economic resilience and the strong performance of major listed companies.

Additionally, enthusiasm surrounding artificial intelligence (AI) contributed to the positive results. The fund achieved these results despite restrictive monetary policies by major central banks.

These policies aimed to contain strong inflationary pressures in leading economies. Growing geopolitical tensions also posed challenges during this period.

FSDEA’s positive momentum continued into 2024. It reported results of $79.24 million in the first half of the year.

This includes $52.45 million in the first quarter and $26.79 million in the second. A slowdown occurred in the second quarter due to various economic factors.

These factors included a deceleration in US GDP growth and persistent inflation. However, FSDEA expects Q3 results to return to Q1 2024 levels.

From governance issues to transparency gains

This recent success is part of a longer journey of reform for the FSDEA. The fund started in 2012 with an initial $5 billion endowment. It faced significant governance and transparency issues in its early years.

President João Lourenço’s administration, since 2017, has worked to reform the FSDEA. These efforts have improved its governance and yielded positive results.

The reforms have enhanced financial performance and improved transparency and accountability.

FSDEA achieved a transparency score of 8 out of 10 from the Sovereign Wealth Fund Institute. This score demonstrates the fund’s progress in openness and responsible management.

Diversification Strategy Fuels Growth

Looking ahead, FSDEA’s investment policy focuses on reinvesting positive results. It targets successful asset classes and alternative investments.

Key focus areas include fertilizers, pharmaceuticals, and animal and plant protein production. The fund also invests in forestry and exports to diversify Angola’s economy.

This strategy aims to increase productivity, reduce imports, and attract foreign capital to Angola. Despite improvements, FSDEA still faces challenges. Its assets under management stand at approximately $2.2 billion as of 2023.

This figure is less than half of its initial $5 billion endowment. Several factors contributed to this reduction in assets. These include past mismanagement, government withdrawals, and lack of additional funding.

Moreover, Angola‘s economy remains heavily dependent on oil. This dependence makes the fund vulnerable to oil price fluctuations. The country also continues to struggle with high levels of poverty and unemployment.
