After a Long Slide, Brazil’s Postal Giant Bets on Closures, Layoffs, and a $2.2bn Lifeline

Correios is not just a mail company. It is a public utility required to reach every town, even when routes lose money. That promise is now colliding with the e-commerce age, where private couriers target profitable lanes.

On December 29, management laid out a recovery plan. The company says its accumulated 2025 loss reached R$6.057 billion ($1.1bn) through September.

It also reported negative equity of R$10.4 billion ($1.9bn). Executives describe a structural shortfall of more than R$4.0 billion ($741m) a year. The headline move is shrinkage.

Correios intends to close roughly 1,000 deficit-making outlets. It says coverage will remain nationwide by reshaping the network, not abandoning cities. Two voluntary separation programs aim to reduce staff by up to 15,000 by 2027.

The company estimates personnel savings of around R$2.1 billion ($389m) per year, with full impact from 2028. It also wants to overhaul employee health benefits, targeting R$700 million ($130m) a year in savings from 2027.

To buy time, Correios secured a R$12.0 billion ($2.2bn) syndicated credit line. It expects R$10.0 billion ($1.9bn) by December 31 and R$2.0 billion ($370m) by January 30. Our reporting has shown that public banks had earlier demanded a credible turnaround plan and favored a phased approach, starting with a smaller bridge loan and releasing more money only if milestones are met.

The plan includes asset sales, with a target of R$1.5 billion ($278m) in real estate proceeds, and total cost cuts near R$7.4 billion by 2028.

Management has also floated studying a mixed-capital structure, keeping state control while allowing private shareholders. The story behind the story is about credibility. When a state firm needs financing this large, politics enters the balance sheet.

If the turnaround works, it strengthens the case for tougher governance and performance. If it fails, service users and taxpayers may absorb the difference.
