UN Council Sets New Vote on Israel-Hamas Issue

The UN Security Council has rescheduled its vote on the Israel-Hamas issue to this Wednesday, allowing more time to refine the proposal initially set for Monday.

Four drafts exist so far. Member nations will review the final text today.

In a closed meeting, the UAE called for more time to look at Brazil’s proposal. Excluding Brazil, 13 of the 14 members wanted extra time for review.

Following night-long talks, a sense of urgency to pass the resolution has grown. Yet, opposing views from countries like Russia and the US create hurdles.

Sources say a veto from permanent members may come at a “high cost.” Nine of 15 member votes are needed for the proposal to pass.

The urgency increased after a Gaza hospital attack that killed at least 500 people.

If passed, this would be the Council’s first official opinion on the Middle East since 2016.

Failing to pass the resolution will reflect poorly on the Council, not Brazil. An open meeting will follow the vote, led by the UAE and Russia.

Background

Last week, the Council rejected a Russian resolution. It had five votes in favor and four against. The U.S., UK, and France vetoed it. Brazil abstained from voting.

For a UN resolution to pass, it needs certain conditions met. First, at least nine out of fifteen council members must vote ‘yes.’

Second, none of the permanent five members can veto it. The U.S., UK, China, France, and Russia are members.

Brazil currently holds the rotating presidency of the Council. Last Friday, Brazil started talking with other countries about this issue.

Brazil’s draft strongly condemns attacks by Hamas. Additionally, the plan calls for a ceasefire and the release of hostages. It also urges allowing aid work in the affected areas.
