Brazilian President Luiz Inácio Lula da Silva expressed his high hopes for the completion of the Mercosur-European Union association agreement within 2023.
His confidence stems from his current position as the temporary leader of Mercosur and Spain’s EU Council presidency.
Da Silva articulated his optimism during a press conference in Brussels, where he had been attending the EU-CELAC summit.
He indicated a desire for the agreement to be finalized during Spain’s term leading the EU Council.

Da Silva pointed out the previous attempt at a similar agreement in 2010, expressing belief that 2023 could be a successful year.
The EU and Mercosur parties have reiterated their commitment to conclude the agreement, addressing all remaining issues in line with each party’s priorities and concerns.
A supplementary part of the agreement is being negotiated, focusing on environmental commitments like adherence to the Paris Agreement and anti-deforestation efforts.
Da Silva described the EU’s proposal as assertive, calling for discussion through proposals rather than threats.
He anticipates a response from Mercosur in two weeks.
Moreover, he acknowledged the role of negotiation in trade agreements and emphasized the need for Mercosur countries to advance from being mere exporters of raw materials to becoming industrialized nations.
