Brazil refuses to supply armored vehicles to Ukraine, raising concern

The Brazilian government’s denial of Ukraine’s request for 450 Guarani 6×6 armored vehicles has caused international unease.

Ukraine had specifically requested these vehicles in ambulance configuration, painted in high visibility colors, to be used for humanitarian purposes, not combat missions.

The Brazilian Ministry of Defense received the request in April 2023 but rejected it in mid-May, causing a delay of two months until the formal denial was delivered.

This diplomatic setback has shaken European leaders’ confidence in Brazil’s international policy regarding the conflict in Ukraine.

During a press conference with the Dutch Prime Minister, the Brazilian president denied the existence of the 450 ambulances, leading to surprise and disavowal from the Dutch Prime Minister, who stressed the importance of Brazil taking a clear position in support of Ukraine and its European allies.

The Brazilian government’s hesitance and lack of clarity regarding support for Ukraine have negatively affected the national Defense Industrial Base.

Moreover, due to the presence of German components, Germany imposed sanctions on IDV, a Brazilian company involved in exporting Guarani armored vehicles to the Philippines.

To address these issues, the Brazilian Army’s Manufacturing Directorate and Iveco Defense Vehicles are working on the Guarani 2.0 Project to replace German components and prevent similar situations in future exports.

The denial of armored vehicles to Ukraine and the repercussions have raised concerns about Brazil’s international commitments and defense relationships.

The resolution of these issues is crucial for potential export contracts and for restoring confidence among Brazil’s allies.
