Brazil offers police training for Haiti amid security crisis

Brazil is set to train Haitian police amid the Caribbean nation’s security crisis six years after ending its peacekeeping mission.

Unlike prior military-focused missions, Brazil plans to enhance the Haitian National Police’s skills in collaboration with the Brazilian Cooperation Agency and the Federal Police.

With Haiti experiencing a spike in violence in 2023, Brazil aims to equip the local security forces to handle public safety independently.

A Brazilian police academy team will assess Haiti’s local police needs, targeting an initial training for 80-100 Haitian officers in Brasília.

More sessions might be held in Haiti. The intent is crime reduction through improved policing over military actions.

The initiative needs the United Nations Security Council’s green light for a Multinational Police Force to assist Haitian authorities, differing from typical UN peacekeeping missions due to past issues.

Given Haiti’s pressing situation, this multinational effort will likely get the nod.

Brazil’s role is primarily police training, steering clear from active participation in Haiti’s security measures.

Their objective is to reinforce the Haitian National Police’s capacity.

Human rights groups highlight the necessity for Brazilian officers’ clean records and recommend comprehensive evaluations.

Organizations like Viva Rio and the Igarapé Institute also join in addressing Haiti’s multifaceted crisis.

In essence, Brazil emphasizes local authority empowerment and human rights in its quest to bring stability to Haiti without direct military involvement.
